About this opportunity
The State of Oregon, through the Oregon Department of Transportation (ODOT), is seeking external support to successfully launch the Oregon Toll Program, which will include all tolling in Oregon, to the public. The selected firm(s) will be responsible for designing and implementing a public outreach, marketing, and engagement effort to educate the public on the coming tolls, help them enroll smoothly in the Program (and any available discount programs), as well as prepare for any changes to travel patterns tolling may bring. The work will cover the jurisdictions of Marion County and the City of Salem. ODOT will use the competitive sealed proposal method and may utilize optional procedures such as competitive range, discussions and revised proposals, and best and final offers. Proposals are due by January 29, 2024, and ODOT has assigned a 12% certified small business aspirational target for state-funded work order contracts exceeding $100,000.
ODOT may select one or more firms to award price agreements from this RFP, with a collective maximum not-to-exceed amount of $15,000,000. The initial contract term is anticipated to be 5 years with options to renew. ODOT has indicated that it will negotiate the final price and billing rates with the successful proposer(s). The RFP does not specify any set-aside requirements, but does include Disadvantaged Business Enterprise (DBE) participation requirements. ODOT has not identified any incumbent vendors or current contractors for this opportunity.
