About this file
This document contains questions and answers related to a Request for Proposal (RFP) issued by the Oregon Department of Transportation for Toll Program Enrollment Marketing and Communications services. The RFP seeks external support to successfully launch the Oregon Toll Program, which will include all tolling in Oregon, to the public. The work will help design and implement a public outreach, marketing, and engagement effort to educate the public on the coming tolls, help them enroll smoothly in the Program (and any available discount programs), as well as prepare for any changes to travel patterns tolling may bring. The RFP provides clarification on the number of resumes that can be submitted, the formatting of the cover page and cover letter, the inclusion of a table of contents, the placement of the cover letter, and the requirements around the 15-page limit for the technical proposal.
The RFP specifies that the contract will cover tolling in the jurisdictions of Marion County and the City of Salem. Pricing terms, set-asides, incumbents, funding requirements and sources, and other salient information are not included in the provided document.

Oregon Department of Transportation Questions and Answers No. 3
RFP/Bid Solicitation Number: S-73000-00007888 (PCMS RFP #: 35775)
RFP TITLE: TOLL PROGRAM ENROLLMENT MARKETING AND COMMUNICATIONS
Issued: January 19, 2024
Following are questions, and Agency’s answers, for the above referenced RFP. This document does not change the RFP requirements or otherwise modify the RFP documents. Changes or modifications to this RFP shall be binding on Agency only if in the form of written addenda published on OregonBuys.
Q #1: Under 4.10.2.5 Evaluation Item 5 – Project Team Qualifications (page 18), the first paragraph says to include a resume for the project manager for the prime consulting firm and two additional key staff members, whereas in paragraph two of that section it says four key staff resumes can be submitted. To confirm, we can submit four resumes total, correct?
Answer: Correct. Per RFP Section 4.10.2.5, you may submit “a maximum of 4 Key Staff Resumes” but they must include “the Project Manager for the prime Consulting firm, and two additional key staff members who will be working on this project”.
Q #2: Section 3.3 Proposal requirements (page 12) and Addendum #1 – Are we allowed to include an additional cover page to our proposal that notes the RFP title and our firm (whereas the cover letter will be formatted as more of a letter)?
Answer: No. Per Addendum #1, the cover page is allowed to reflect the “identifying information for the RFP”.
Q #3: Are we allowed to include a table of contents? If so, is that outside of the 15-page count?
Answer: A table of contents is considered to be a table of the components of proposer’s submittal. Therefore, per Addendum #1, the cover page is to reflect “a summary of the components of proposer’s submittal” and “will not count towards the proposal page limit”.
Q #4: Section 3.3 Proposal requirements (page 12) and Addendum #1 (page 2), where should the cover letter fall in the order of the proposal?
Answer: Per QA 1 Final, Q #4, Answer, the cover page may be submitted as a separate file or as part of the Technical Proposal.
Q #5: Is 3.3.5 Project Samples (page 13) the same as 4.10.2.3 Evaluation Item 3 - Experience on Similar Projects (page 17)?
Answer: Yes.
Q #6: If yes to Q #5 above, should the project samples be included in the technical proposal section for organization?
Answer: Please refer to QA 1 Final, Q #4 ,Answer, which states the following:
Level 3 - Restricted
Per RFP Section 3.3.9, Technical Proposal: “Proposal must include written responses to Evaluation Items 1 – 5 as shown in Section 4.10.2.”. As the following items are noted in Section 4.10.2, Evaluation Criteria, they are required to be included in the response to the respective Evaluation Items uploaded in OregonBuys:
• Project Samples (see RFP Section 4.10.2.3, Evaluation Item 3 - Experience on Similar Projects).
• Key Persons and Resumes (see RFP Section 4.10.2.5, Evaluation Item 5 – Project Team Qualifications).
Q #7: Section 3.2.2 Proposal Page Limits (page 10) To confirm, it reads like 4.10.2.1 Evaluation Item 1 - Brand and Marketing Strategy, 4.10.2.2 Evaluation Item 2 - Program Launch Experience, and 4.10.2.4 Evaluation Item 4 – Equity are the only sections that count towards the 15-page limit. Is that correct?
