About this file
This document is a set of questions and answers (Q&A) related to a Request for Proposals (RFP) issued by the Oregon Department of Transportation (ODOT) for toll program enrollment marketing and communications services. The RFP seeks external support to successfully launch the Oregon Toll Program, which will include all tolling in Oregon, to the public. The work will involve designing and implementing a public outreach, marketing, and engagement effort to educate the public on the coming tolls, help them enroll smoothly in the program (and any available discount programs), as well as prepare for any changes to travel patterns tolling may bring.
The RFP does not specify a budget, and there is no incumbent. The RFP is open to Canadian agencies that have done similar work with clients across the United States. The primary proposing firm does not need to satisfy the minimum qualification requirement of having completed a toll marketing project for a public agency within the last 7 years, as long as the requirement is met by the team (key persons), with or without subcontractors. The jurisdictions involved in this contract opportunity are Marion County and the City of Salem.
