About this file

This document is a Notice of Competitive Range from the Oregon Department of Transportation (ODOT) regarding RFP #S-73000-00007888 for the Toll Program Enrollment Marketing and Communications project. ODOT evaluated the proposals received and has determined that Sherry Matthews Group, PRR, Inc., Outreach Strategists, LLC, and Pollinate will proceed to the interview round of the competition. These four firms were scored the highest in the initial evaluation. ODOT will conduct virtual interviews on February 20, 2024 between 1:00 PM PT and 5:00 PM PT, with each firm allocated 45 minutes to respond to interview questions. The final ranking will be based solely on the scores from the interview round, with the highest scoring proposer receiving the top ranking.

The contract opportunity is for external support to successfully launch the Oregon Toll Program, which will include all tolling in Oregon. The work will involve designing and implementing a public outreach, marketing, and engagement effort to educate the public on the coming tolls, help them enroll in the program and any available discount programs, and prepare for changes to travel patterns. The jurisdictions involved are Marion County and the city of Salem.
