Vendors must submit quotes for all items listed in order to be eligible for award, and the City reserves the right to award the purchase as a whole or by individual line item, whichever serves the City's best interests. All products must be delivered FOB Destination Point at the quoted prices, with payment due following delivery and City approval.
This micro purchase opportunity does not establish set-aside designations for disadvantaged enterprises; however, vendors are encouraged to voluntarily submit LGBTQ Applicant Opportunity Data to support the City's diversity, equity, and inclusion initiatives. The Local Business Entity (LBE) Program does not apply to small purchases. No incumbent vendors or existing contractors are identified in the opportunity documentation. Vendors must certify that they are not indebted to the City of Philadelphia for delinquent taxes, liens, judgments, or other debts without an established written agreement or payment plan, and they must comply with all applicable laws, nondiscrimination requirements, and ethics requirements. The total quote amount must be less than $43,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020 and rounded to the nearest $1,000. A completed and executed Consent and Authorization Agreement must be submitted prior to bid closing, either during initial registration or as an attachment to the first quote submission.
