About this opportunity

The Dallas/Fort Worth International Airport Board is seeking a design-build contractor for Terminal F Phase 2, a comprehensive infrastructure expansion project involving ticketing, processing facilities, a parking garage, and roadways. The Request for Qualifications (RFQ) solicits experienced design-build firms to deliver a 2,983,000 square foot terminal facility spanning seven levels, including passenger processing areas, baggage claim zones, ground transportation interfaces, and a skyway bridge connector. Key project milestones include a pre-SOQ conference on January 22, 2026, with Statements of Qualifications due February 23, 2026, at 2:00 PM Central Time. Shortlisted firms (up to five) will be notified by March 3, 2026, with additional information submissions due March 27, 2026, and interviews scheduled for April 14-16, 2026. Evaluation criteria will focus on relevant design-build experience, project complexity understanding, technical qualifications, schedule and budget delivery capability, management track record, and safety/quality performance. The design-builder must self-perform major concrete operations and is subject to an early completion incentive of up to $3,000,000 for substantial completion ahead of schedule.

The procurement includes significant Small Business Enterprise (SBE) participation requirements, with mandated goals of 26% for construction services and 18% for design services. Certified SBEs must maintain a business location within thirteen counties in the Dallas-Fort Worth region (Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Somervell, Tarrant, and Wise counties). Certification is required through approved agencies like the North Central Texas Regional Certification Agency, D/FW Development Council, Women's Business Council Southwest, or Texas Department of Transportation. The project is federally funded through the Airport Improvement Program, subjecting contractors to additional compliance requirements including Davis-Bacon wage standards, Buy American material preferences, and civil rights provisions. The total contract value is $650,000,000, with a four-year contract term extending through June 15, 2030, and an anticipated Notice to Proceed date of June 15, 2026. Substantial completion milestones are set for February 2029 for core and shell ticketing and baggage handling areas, and March 15, 2030, for the garage and roadways.
