About this file
This is a Certification of Offeror/Bidder document regarding tax delinquency and felony convictions issued by DFW International Airport in Texas for the Terminal F Phase 2 Ticketing, Processing, Garage, & Roadways Design-Build contract. Applicants must certify their current status regarding unpaid Federal tax liabilities and felony convictions within the preceding 24 months by indicating whether they are or are not subject to such disqualifications. The contract is valued at $650,000,000.00 with a four-year term. The Airport encourages representatives from bidding companies to attend all pre-bid meetings to ensure successful submission of bidding documents and Disadvantaged Business Enterprise (DBE) forms. A cone of silence policy is in effect from solicitation advertisement through contract award to protect procurement integrity, restricting potential bidders and proposers from discussing any aspect of the released solicitation with Airport personnel except the designated contract administrator or buyer.
Applicants responding affirmatively to either certification question regarding tax delinquency or felony conviction are ineligible for award unless the Agency Suspension and Debarment Official (SDO) has reviewed the matter and determined that further action is not required to protect Government interests. Applicants must provide detailed information about any tax liabilities or convictions to the Airport owner, who will notify the FAA Airports District Office to facilitate SDO consideration before award decisions are made. The contract includes Disadvantaged Business Enterprise goals of 26% for construction services and 18% for design services. All lower-tier subconractors must incorporate these certification provisions in their agreements.
