About this file

This is a Conflict of Interest Form for DFW International Airport related to a Terminal F Phase 2 Ticketing, Processing, Garage, & Roadways Design-Build contract valued at $650,000,000. The form establishes conflict-of-interest guidelines for respondents (prime contractors and consultants) and their proposed subconsultants and subcontractors on contracts executed after March 27, 2024. Companies must elect to work with DFW Airport exclusively through either Section A (Owner Services) or Section B (Construction Services), but cannot participate in both categories simultaneously unless grandfathered under earlier contracts. Owner Services encompasses design, planning, master planning, program management, inspection, commissioning, survey, cost estimating, and related consulting services. Construction Services includes competitive bidding, design-build, construction manager arrangements, job order contracts, and quality assurance services. The contract term is four years.

Respondents must complete and sign the Confirmation of No Conflict-of-Interest Form, confirming that they have thoroughly examined their team's current contracts and engagements with the Airport and certifying that neither they nor any proposed subconsultants or subcontractors have conflicts as defined in the notice. The solicitation establishes a Disadvantaged Business Enterprise (DBE) goal of 26% for construction services and 18% for design services. A cone of silence applies to the competitive selection process from advertisement through contract award, restricting potential bidders and proposers from discussing any aspect of the solicitation with Airport personnel except the designated contract administrator or buyer. The Airport encourages representatives responsible for completing bidding documents and DBE forms to attend all pre-bid and pre-proposal meetings to enhance submission success.
