About this file

This is a Schedule of Subcontractors form issued by Dallas/Fort Worth International Airport for the Terminal F Phase 2 Ticketing, Processing, Garage, & Roadways design-build contract valued at $650,000,000. The form requires all prime bidders and proposers to identify and document all participating subcontractors as a mandatory condition of bid submission and responsiveness. Bidders must categorize subcontractors by certification status (Small Business Enterprise [SBE] or Non-SBE), specify the relevant county within the Airport's market area (Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Somervell, Tarrant, or Wise counties), describe materials or services provided, and provide corresponding NAICS codes. The form requires certification of work percentages and dollar amounts distributed among non-SBE subcontractors, certified SBE subcontractors, and prime contractor self-performance, with the total equaling 100% of proposed work. An authorized representative must sign and date the form prior to proposal submission, and any changes to the certified subcontractor list require subsequent approval through Form 102 from the Airport Board's Business Development Department.

The contract establishes Disadvantaged Business Enterprise (DBE) participation goals of 26% for construction services and 18% for design services. All SBE subcontractors must maintain a physical place of business within the relevant market area at the time of proposal submission to receive credit toward meeting DBE goals, and certification certificates must be attached to the bid or the submission will be deemed non-responsive. The Airport Board reserves the right to conduct audits and ensure compliance with SBE program requirements. The contract term is four years. A cone of silence policy is in effect from solicitation release through contract award to protect procurement integrity, prohibiting bidders from discussing any aspect of the solicitation with Airport personnel except the designated contract administrator.
