About this file

This is a Conflict of Interest Form for DFW International Airport's Terminal F Phase 2 Ticketing, Processing, Garage, & Roadways Design-Build contract valued at $650,000,000. The form establishes conflict of interest restrictions that prohibit respondents from simultaneously serving in certain roles on Airport projects. Specifically, companies cannot represent both the Airport as Owner and as Contractor; cannot perform Construction Services while engaged in Professional Services or Airport Owner Services; and must disclose all existing contracts with the Airport in their Statement of Qualifications. The contract is structured as a Design-Build project with a four-year term, and respondents are strongly encouraged to attend pre-qualification meetings to enhance their submission chances.

All prime contractors and proposed subconsultants or subcontractors must complete the Confirmation of No Conflict of Interest Form by signature, confirming they have reviewed existing engagements and have no conflicts as defined in the solicitation document. Disadvantaged Business Enterprise (DBE) goals are established at 26% for Construction services and 18% for Design services. A Cone of Silence policy restricts all communications regarding the solicitation between potential bidders and Airport personnel, except with the designated contract administrator or buyer, to ensure procurement integrity. Respondents must provide comprehensive disclosure of current Airport contracts, including contract numbers, names, and expiration dates, as part of their qualification submission requirements.
