2. NOTICE TO DESIGN-BUILD FIRMS (INSTRUCTIONS TO

RESPONDENTS)

DFW Airport requests Statements (SOQ) from qualified respondents seeking to enter a contract with DFW to design and construction of the Terminal F Phase 2 Ticketing, Processing, Garage & Roadways, located at Dallas/Fort Worth International Airport (DFW), Texas. SOQ documents are required to be uploaded and submitted via solicitation portal, Euna Procurement, by the due date and time indicated in the solicitation schedule in the Events schedule of the Euna Procurement project page for the opportunity. Additional information related to this solicitation is available on the Euna Procurement page for this opportunity.

The resulting contract from this RFQ is United States Federally grant-funded and therefore subject to grant requirements. If there is a conflict between Federal or State procurement procedures, laws and/or regulations, Federal procedures, laws and/or regulations shall prevail.

A pre-submittal conference will be held at 2:00 p.m. CST on January 22, 2026, via Microsoft Teams. The deadline for questions from prospective Design-Builders will be 4:00 p.m. (Central Time) on February 3, 2026. The pre-submittal conference is non-mandatory. Respondent representation at this meeting should include a representative of any proposed partner, subcontractor/subconsultant, and the person/people who will be completing the SBE program response and response forms.

Any questions, concerns and/or requests for modification to the subject solicitation documents, including the Plans, Specifications, Agreement and Provision Terms, must be submitted in writing via Euna Procurement Vendor Discussions prior to the solicitation deadline for questions. If selected as the preferred firm, any attempts to negotiate these items after selection may be grounds for declaring an impasse and ceasing negotiations. Q for questions. Questions will not be accepted if submitted through any other method or if submitted after the deadline for questions.

All questions and responses will be posted on the Euna Procurement project page for this opportunity.

DFW will conduct a two-phase process to first shortlist the best qualified design-build firms then select the design-build firm that offers the most advantageous technical and costing methodology proposal and other factors included.

Phase One: After evaluating the Statements of Qualification (SOQ) submitted in response to this Request for Qualifications (RFQ), DFW will shortlist the best qualified design-build firms. A maximum of five (5) selected shortlisted firms will be notified to then submit supplemental information, through a Request for Proposal (RFP) for the design and construction of the project as defined through this RFQ and associated attachments.

Phase Two: DFW will request proposals (the RFP) from the shortlisted firms from Phase One.

The RFP will include, among other things, a design criteria package, instructions for preparing the technical and costing proposal and the items to be included, complete contract documents, and the weighting of the technical and costing methodology by which the proposals will be evaluated and ranked. DFW reserves the right to interview those firms for question and answer follow up as needed.

After selecting the design-build firm that offers the most advantageous proposal in Phase Two, DFW will first attempt to negotiate a contract with the selected Respondent. If DFW is unable to negotiate a contract with the selected Respondent, DFW will, formally and in writing, end negotiations with that Respondent and proceed to the next Respondent in the order of the selection ranking until a contract is reached or all proposals are rejected. The Board will seek to have a settled agreement with the most preferred firm prior to requesting Airport Board approval.

This will include due diligence in design rate, overhead, caps and level of effort (hours) proposed and other cost validation practices.

Addenda and Interpretations – Requests for interpretation of the RFQ must be received in accordance with the Solicitation Event Schedule. Only substantive items, as determined by the Board, will be addressed in the form of written addenda, which, if issued, will be posted on the DFW Airport Euna Procurement Solicitation website. Failure of any Contractor to retrieve and review any such addendum shall not relieve such Contractor from any obligations under its Proposal as submitted. All addenda issued shall become part of the Contract Documents. The Board may elect to not respond to all inquiries in this manner.

Small Business Enterprise Goals The DFW Airport, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all DBs or Responders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, small business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation.
