About this opportunity

The City of Dallas is soliciting proposals for a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service agreement to provide temporary day labor for the Department of Sanitation Services. The contract seeks temporary laborers to supplement existing staff primarily for trash collection and disposal operations across multiple district locations. Proposers will be evaluated on four key criteria: experience and capabilities (30 points), approach to filling positions (35 points), pricing (30 points), and local preference (5 points). Vendors must provide comprehensive employee screening, including criminal background checks, drug testing, hearing acuity tests, and work authorization verification. The solicitation requires a wage floor of $22.05 per hour for all employees, adhering to the City's Living Wage policy. Key submission deadlines include questions due by October 17, 2025, at 5:00 PM CST, with final proposals due on October 31, 2025, at 1:00 PM CST. Vendor presentations are anticipated on March 27th, with the contract commencing upon Dallas City Council approval.

The procurement opportunity appears to have local preference provisions, potentially advantaging firms with their principal place of business in Dallas or those meeting specific workforce composition requirements. Specifically, vendors may receive additional consideration if they have 100 full-time Dallas residents or 20% of employees being Dallas residents. The solicitation indicates a preference for local businesses and workforce diversity, though these are not absolute disqualification criteria. While no specific total contract value is explicitly stated, the three-year ID/IQ structure suggests flexibility in potential spending. The City has prepared a comprehensive vendor list including 4 vendors for drug testing, 4 for talent agency services, 73 for non-professional services, 58 for moving and relocation services, and 104 for temporary personnel services. Successful bidders must provide a Performance & Payment Bond for 25% of the annual contract value within 15 days of bid award, with the bond to be provided by a company authorized to do business in Texas and listed on the Treasury Department's approved sureties.
