About this file
This document is a pre-proposal meeting presentation for the City of Dallas Office of Procurement Services, specifically for a Temporary Sanitation Field Labor Request for Competitive Sealed Proposal (RFCSP) with Solicitation No. BTZ25-00028774. The City is seeking a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for temporary day laborers to assist in sanitation collections and post-collections operations. The solicitation submission is due on 10.31.2025 at 1:00 PM CST, with questions due by 10.17.2025 at 5:00 PM CST. The contract will involve supplemental staff primarily for trash collection and disposal, with services to be ordered on an as-needed basis throughout the agreement term.
The procurement process includes multiple review stages, with evaluations conducted by the Office of Risk Management and the Office of Business Development (OBD). The City has a local preference program that may give advantage to firms with their principal place of business in Dallas or those meeting specific workforce composition requirements, such as having 100 full-time Dallas residents or 20% of employees being Dallas residents. Proposals will be submitted through the Bonfire online solicitation portal, with the City seeking the most advantageous proposer based on various evaluation criteria. The procurement timeline is approximately 6 months from solicitation to contract execution, involving stages of buyer review, solicitation advertisement, evaluation, negotiations, and final council approval.
