About this opportunity

A mandatory pre-proposal site visit is scheduled for August 28, 2026 at 9:00 AM. Questions are due September 11, 2026 at 5:00 PM.

The scope encompasses approximately 280 HCPS facilities serving 225,000 students across 235 schools. Proposers must provide pricing for service and support, intralata and intrastate/interstate long-distance services, point-to-point T1 tie lines, T1 PRI circuits supporting Nortel/Avaya BCM or Office Manager systems, SIP trunks supporting 12 to 100 voice sessions, and approximately 5,094 analog lines with the capability to add or delete lines as needed. All proposals must include setup charges, installation fees, usage-based charges, taxes, fees, and standard monthly charges. Services must maintain current phone numbers and support additional lines added throughout the contract period with a Service Level Agreement guaranteeing 99.99% uptime. Proposers must address E-Rate eligibility, Enhanced 911 and emergency notification compliance with Kari's Law and RAY BAUM'S Act, cybersecurity measures, FERPA compliance, Section 508/ADA accessibility, and 24/7 technical support. Implementation must support 45-day capacity for new installations.

Evaluation criteria are weighted: qualifications and experience (30%), specifications and scope of work (25%), cost and best value (35%), and utilization of HCPS-registered small business enterprises (10%). Vendors must be registered with VendorLink and possess a current vendor application; no paper submittals are accepted. HCPS is tax-exempt and does not pay federal excise or state sales taxes. All pricing must be FOB Destination. Proposals must comply with human trafficking affidavit requirements under Florida Statutes Section 787.06(13) and foreign country of concern certification under Florida Statutes Section 287.138. HCPS reserves the right to reject any or all proposals, negotiate with the highest-ranked proposer, request best and final offers, and award to one or more contractors deemed to offer the best value.
