About this opportunity
The City of Casselberry, Florida is seeking professional services through a Statement of Qualifications (SOQ-2025-1263) for surveying, geographic information systems (GIS), and infrastructure asset management. The procurement aims to select three or more qualified firms to provide comprehensive municipal services including traditional surveying, boundary surveys, topographic surveys, property and easement documentation, underground utility line locating, and infrastructure asset management. Proposals were due on February 6, 2025, before 2:00 p.m., with an anticipated City Commission contract approval in April 2025. The evaluation process involves two phases: an initial proposal review with scored evaluation followed by interviews/presentations with top-ranked firms. Proposers will be evaluated on criteria such as firm qualifications, project team experience, similar project references, project approach, and firm location, with a maximum of 100 possible points. Ten engineering and consulting firms submitted qualifications, with the city intending to shortlist and ultimately award contracts to Colliers Engineering & Design, Dyer, Riddle, Mills & Precourt Inc., and Southeastern Surveying and Mapping, Corp.
The contract will have an initial three-year term with options for two additional one-year renewals, operating on a task authorization basis where the City will request proposals for individual projects and assign work on an alternating basis. While no specific comprehensive contract value is definitively stated, the solicitation indicates that continuing contracts are limited to projects with construction costs not exceeding $7.5 million and professional service fees not exceeding $500,000. The current contract holders (Cardno, Inc. - Stantec, DRMP, and Southeastern Surveying and Mapping) have existing agreements with a not-to-exceed amount of $500,000 for a five-year term. The city confirmed it has existing GIS databases and hydraulic models for water distribution and wastewater collection systems, and the total spend for current contract holders from 2018 to 2025 ranges from $31,035 to $128,058. Firms located within specific Florida counties may receive additional location points in the evaluation process, and the contract will require maintaining various insurance coverages, including workers' compensation, professional liability, and automobile liability, with the City as the certificate holder.
