About this opportunity

The City of St. Petersburg, Florida is soliciting bids for supply of lead safety equipment and materials to support its Lead Reduction Program under IFB-26-307, with proposals due October 13, 2026 at 3:00 PM. This is a one-year, as-needed contract with a single supplier and carries a Business Enterprise participation requirement; prime contractors must meet specified Business Enterprise goals or document good-faith efforts to do so on Form B.

The scope includes approximately 120 pairs of ASTM F2413-24 compliant steel-toe safety boots, 120 EPA Renovation, Repair and Painting (RRP) Compliance Kits, 100 assembled Homeowner Lead Safety Kits, and 25 Mobile Containment Units. Estimated quantities are planning figures only; actual purchases depend on program participation, funding availability, and operational needs. Kit contents are subject to modification at the City's discretion. Contractors must submit unit pricing for each of the four line items, with all costs including product acquisition, assembly, packaging, handling, freight, shipping, delivery, unloading, and incidental expenses.

The contract commences upon execution and terminates May 1, 2027, with potential extension contingent on additional grant funding and City authorization. Standard delivery is within ten business days of purchase order receipt; expedited delivery within five business days is preferred when reasonably available. The contractor must maintain sufficient sourcing and production capacity to fulfill orders of varying quantities without minimum purchase requirements. Preferred qualifications include minimum three years as an established distributor of MRO supplies or safety equipment and ability to maintain required insurance coverage (commercial general liability $1,000,000 per occurrence/$2,000,000 aggregate; commercial automobile liability $1,000,000 combined single limit). Vendors must register with the Florida Division of Corporations, provide a W-9, and furnish references from at least three similar customers.

A pre-proposal meeting is scheduled for September 25, 2026 via Microsoft Teams. Written questions are due October 2, 2026. The City reserves the right to award on a split-order, lump-sum, or individual item basis.
