About this file

This is a Subcontractor Summary Spreadsheet for the City of St. Petersburg's Shelter Bid project, which establishes requirements and procedures for subcontractor utilization on the contract. Bidders are required to complete and submit this worksheet with their bids, listing all intended subcontractors and their respective scopes of work. The spreadsheet permits up to 80 percent of the contract work to be subcontracted. Subcontractors must be identified by legal name, business address, and a responsible employee contact with phone and email information, along with their trade classifications and subcontract amounts. The worksheet distinguishes between first and second-tier subcontractors, with restrictions on multiple-tier arrangements unless otherwise specified in contract documents.

Subcontractors may not be substituted after the pre-construction meeting except under specific circumstances including failure to execute contracts, lack of proper licensing, bankruptcy or insolvency, ineligibility, failure to perform, substantially unsatisfactory work, or substantial delays to project progress. Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet percentage requirements must be replaced with similarly certified contractors if substitutions occur. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department at the Contracts Compliance Manager. If no subcontractors will be utilized on the project, bidders must provide a written statement to that effect on the subcontractor list. The restrictions on subcontracting percentages do not apply to FDOT LAP or federally funded projects.
