About this opportunity

The Dallas Independent School District (Dallas ISD) is seeking vendors to provide comprehensive support for Student Activities Study Materials, Resources, Supplies, Incentives, and Professional Services district-wide. The Request for Proposal (RFP) aims to support extracurricular activities and competitions across K-12 grade levels, covering 12 distinct programs including Academic Decathlon, Chess, Esports, Debate, and Mahjong. Vendors must be capable of delivering instructional materials, digital and physical resources, equipment, supplies, incentives, promotional items, audiovisual services, tournament management, professional development, and consulting services. The contract term is three years with potential for two one-year extensions, not to exceed five years total. Evaluation criteria will include purchase price, vendor reputation, service quality, alignment with district needs, past vendor relationships, and Minority/Women-owned Business Enterprise (M/WBE) participation. The proposal is due on October 16, 2025, and will be submitted electronically through the Bonfire portal, with the district reserving the right to award contracts to one or more responsive, responsible offerors that provide the best value.

The solicitation encourages participation from all vendors, including sole source providers, and can be funded through local, state, federal, and grant sources. The district has set aspirational Small Business goals of 30% for goods, services, and construction contracts, with vendors required to complete comprehensive forms demonstrating commitment to M/WBE participation. Vendors will be evaluated on their M/WBE subcontractor utilization, with up to 20 points available across five evaluation criteria including program commitment, subcontractor references, certification status, and team composition. Acceptable M/WBE certification agencies include the North Central Texas Regional Certification Agency, State of Texas' Historically Underutilized Business (HUB) program, and various minority and women's business councils. While no specific budget range is explicitly stated, the comprehensive nature of the RFP suggests significant potential contract value, covering district-wide support for multiple academic and extracurricular programs across various competition formats and service needs.
