About this opportunity
The Florida Department of Corrections (FDC) is seeking responsive and responsible vendor replies for a statewide contract to provide canteen operations, visiting park (VP) vending, and ancillary services. The successful vendor will be required to manage and oversee these operations at all FDC institutions across Florida, including in Leon County and the City of Tallahassee. Key deliverables include providing all products for sale in the canteens and VP vending, as well as meeting detailed service requirements and performance measures outlined in the Invitation to Negotiate (ITN). The procurement process has been ongoing since September 2019, with a mandatory pre-reply conference and site visits, sealed replies due by January 3, 2020, and anticipated negotiations from February-April 2020. The ITN includes revisions to the pricing methodology, evaluation criteria, and service locations. The evaluation will be based on technical factors worth up to 1000 points and cost factors worth up to 300 points.
The FDC currently contracts for these services separately and is seeking to consolidate them under a single contract to improve efficiency and service delivery. No set-aside designations or restrictions on the types of organizations that can respond are specified. The existing incumbent vendors and contract values are not provided. The successful vendor will be required to collaborate with the FDC's other contractors to implement automated ordering as needed. The contract term is five years, with the option to renew for up to five additional years.
