About this opportunity
Florida Keys Electric Cooperative Association, Inc. (FKEC) is soliciting proposals for a Master Service Agreement (MSA) to provide annual system-wide thermography services over a three-year term covering 2026, 2027, and 2028. The procurement requires continuous three-day infrared inspections to be performed once annually, scheduled as close to July 4th as possible when the system operates under peak loading conditions. All inspections must be conducted by a Level 2-Certified Infrared Thermography Technician and must cover FKEC's entire electrical system extending from the Monroe County line to the Seven Mile Bridge, encompassing six substations and serving more than 32,000 meters across the Upper and Middle Florida Keys. Inspections shall be conducted during normal business hours, Monday through Thursday, 7:30 a.m. to 4:00 p.m., with FKEC providing transportation for the technician. Deliverables include digital results classified into four severity levels based on temperature rise values, with each hotspot displaying comparison temperatures from other phases, to be delivered within fourteen calendar days of inspection completion. The evaluation criteria are weighted at 25 points for qualifications of the firm and staff, 25 points for relevant past performance, and 50 points for cost proposal. Bidders must submit questions by March 23, 2026 at 2:00 p.m., with proposals due by March 31, 2026 at 2:00 p.m. electronically to procurement@fkec.com or through DemandStar e-Bidding, with intent to award anticipated by May 1, 2026.
The MSA is subject to 2 C.F.R. Part 200 (Uniform Rules) and FEMA requirements, and FKEC reserves the right to reject any or all proposals, award to other than the lowest-priced offeror, or award to multiple respondents. Contractors intending to subcontract must take affirmative steps to solicit small and minority businesses and women's business enterprises when possible. Annual rate costs must be submitted on a time and materials or time and equipment basis, with labor rates inclusive of small equipment, tools, and supplies, while large equipment rates may be charged separately and are inclusive of ownership and operational costs excluding operator labor. Materials shall be charged on an actual cost basis without overhead or profit components. If the contract value exceeds $250,000, FKEC may require performance and payment bonds. The contract establishes not-to-exceed amounts for each Request for Services, invoices must be submitted at least weekly with supporting documentation subject to verification, and payment is due within thirty days of invoice receipt and approval. No specific budget range is provided in the solicitation documents; however, the three-year MSA term and comprehensive system-wide annual inspection requirements suggest a substantial contract value subject to the conditional bonding threshold of $250,000.
