About this file

This is an award posting from Florida Keys Electric Cooperative Association, Inc. (FKEC) announcing the award of Bid #26-08 for a Master Service Agreement (MSA) providing system-wide thermography services. The award was presented to Brady Infrared Inspections, Inc. and Meneziel Engineering Corp. The solicitation required annual system-wide infrared thermography inspections to be performed once yearly over a three-year term covering 2026, 2027, and 2028, scheduled near July 4th when the electrical system operates under peak loading conditions. All inspections were to be conducted by a Level 2-Certified Infrared Thermography Technician and cover FKEC's entire electrical system extending from the Monroe County line to the Seven Mile Bridge, encompassing six substations and serving more than 32,000 meters across the Upper and Middle Florida Keys. Inspections were scheduled for three consecutive days during normal business hours, Monday through Thursday, 7:30 a.m. to 4:00 p.m., with FKEC providing transportation. The original solicitation required proposal submissions by March 31, 2026 at 2:00 p.m., with intent to award anticipated by May 1, 2026.

Evaluation criteria were weighted at 25 points for firm and staff qualifications, 25 points for relevant past performance, and 50 points for cost proposal. Annual rate costs were to be submitted on a time and materials or time and equipment basis, with labor rates inclusive of small equipment, tools, and supplies, while large equipment rates could be charged separately. Materials were to be charged on an actual cost basis without overhead or profit components. Deliverables included digital thermography results classified into four severity levels based on temperature rise values, to be delivered within fourteen calendar days of inspection completion. The MSA was subject to 2 C.F.R. Part 200 (Uniform Rules) and FEMA requirements. FKEC noted that as a cooperative, it does not meet the definition of a state and local government agency under Florida Statute Title X, Chapter 119, and therefore is not subject to public records disclosure requirements regarding winning proposal information and bidder business details.
