FKEC General Information

Florida Keys Electric Cooperative (FKEC) is the private, non-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 32,000 meters. FKEC presently has an authorized workforce headcount of 125, with an actual headcount of 120. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.

The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.

Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.

FKEC and its representatives have exercised due care in preparing this Request for Proposal (solicitation). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.

Scope of Services

FKEC is seeking proposals for a Master Service Agreement (MSA) for annual system-wide thermography services.

The term for the MSA is to be three years (2026, 2027, and 2028). Bidders should specify the annual cost for a continuous three- (3) days, once per year, to perform a system-wide infrared inspection (IR) as close to July 4th of each year as possible.

July 4th of each year is when FKEC’s system is under peak loading and ideal for an infrared inspection. FKEC’s system extends from the Monroe County line (on US1 and CR 905) at the North end of the system to the Seven Mile Bridge on the South end of the system. FKEC’s system includes six substations.

The IR shall be performed by at least a Level 2-Certified Infrared Thermography Technician and bidder shall provide all necessary equipment to perform inspection and provide digital results. IR results shall be compiled in an electronic report and provided within fourteen (14) calendar days of inspection completion. Results must show a picture showing the exact location of the hotspot as well as the IR image of the same hotspot so it can be located. Results will classify each hotspot found into one of four (1 of 4) levels of severity based on the temperature rise observed. Each severity level shall have defined temperature rise values listed with in the results. Each hotspot found must show the other phases temperatures of the same device to be used for comparison.

Severity levels of temperature rise shall be as follows:

Level 1: >126⁰F Level 2: 72-126⁰F Level 3: 45-72⁰F

Level 4: 18-45⁰F

FKEC will drive the technician along all lines and bring technician to all sites for inspection. The bid is to be submitted in an annual rate cost (for three (3) continuous days per year) for each of the three (3) years of the MSA. The annual rate shall include all costs needed to perform annual inspection. The first inspection will be in 2026, next in 2027 and last inspection in 2028.

Inspections are required to take place during FKEC’s normal business hours: Monday – Thursday, 7:30am – 4:00pm.
