About this file
EXHIBIT_G_Line5_LiDAR.kmz is a geospatial mapping file associated with Florida Keys Electric Cooperative Association, Inc.'s (FKEC) Master Service Agreement procurement for system-wide thermography services. This file contains geographic information in Keyhole Markup Language (KMZ) format depicting Line 5 of FKEC's electrical infrastructure, likely defining the service area boundaries and system layout that bidders must understand to conduct the required annual infrared inspections. The inspection services must be performed once annually over a three-year term covering 2026, 2027, and 2028, with inspections scheduled as close to July 4th as possible during peak loading conditions. FKEC's electrical system extends from the Monroe County line to the Seven Mile Bridge, encompassing six substations and serving more than 32,000 meters across the Upper and Middle Florida Keys. Inspections must be conducted by a Level 2-Certified Infrared Thermography Technician during normal business hours Monday through Thursday, 7:30 a.m. to 4:00 p.m., with FKEC providing transportation. Bidder questions are due by March 23, 2026 at 2:00 p.m., and proposals are due March 31, 2026 at 2:00 p.m., with intent to award anticipated by May 1, 2026.
Pricing shall be submitted on a time and materials or time and equipment basis with labor rates inclusive of small equipment, tools, and supplies, while large equipment rates may be charged separately. Materials are charged on an actual cost basis without overhead or profit components. Deliverables must be submitted within fourteen calendar days of inspection completion and classified into four severity levels based on temperature rise values. Evaluation criteria are weighted at 25 points for firm and staff qualifications, 25 points for relevant past performance, and 50 points for cost proposal. If the contract value exceeds $250,000, FKEC may require performance and payment bonds. Invoices must be submitted at least weekly with supporting documentation, and payment is due within thirty days of invoice receipt and approval. The MSA is subject to 2 C.F.R. Part 200 and FEMA requirements, with FKEC reserving the right to reject any or all proposals or award to multiple respondents. Contractors must take affirmative steps to solicit small and minority businesses and women's business enterprises when subcontracting.
