About this file
This is a KMZ file (keyhole markup language zipped file format) containing geospatial data related to Line 7 LiDAR mapping for Florida Keys Electric Cooperative Association, Inc. (FKEC). The file serves as an exhibit supporting FKEC's Master Service Agreement solicitation for system-wide thermography services covering the Upper and Middle Florida Keys from the Monroe County line to the Seven Mile Bridge. The thermography services procurement requires annual three-day infrared inspections to be performed once yearly, scheduled as close to July 4th as possible during peak loading conditions, with inspections conducted Monday through Thursday from 7:30 a.m. to 4:00 p.m. by a Level 2-Certified Infrared Thermography Technician. The service area encompasses six substations and serves more than 32,000 meters across FKEC's electrical system. A pre-bid deadline for questions is March 23, 2026 at 2:00 p.m., with proposals due March 31, 2026 at 2:00 p.m., submitted electronically to procurement@fkec.com or through DemandStar e-Bidding. Intent to award is anticipated by May 1, 2026, and the Master Service Agreement term extends for three years covering 2026, 2027, and 2028.
Evaluation of proposals is weighted at 25 points for firm and staff qualifications, 25 points for relevant past performance, and 50 points for cost. Annual rate costs must be submitted on a time and materials or time and equipment basis, with labor rates inclusive of small equipment, tools, and supplies, while large equipment rates may be charged separately. Materials are charged on an actual cost basis without overhead or profit components. Deliverables include digital results classified into four severity levels based on temperature rise values, with results due within fourteen calendar days of inspection completion. FKEC provides transportation for the technician and reserves the right to reject any or all proposals, award to other than the lowest-priced offeror, or award to multiple respondents. If the contract value exceeds $250,000, performance and payment bonds may be required. The contract is subject to 2 C.F.R. Part 200 (Uniform Rules) and FEMA requirements, and contractors intending to subcontract must take affirmative steps to solicit small and minority businesses and women's business enterprises when possible.
