About this file

EXHIBIT_D_Line2_LiDAR.kmz is a geospatial data file associated with Florida Keys Electric Cooperative Association, Inc.'s (FKEC) Master Service Agreement solicitation for system-wide thermography services. This file contains LiDAR (Light Detection and Ranging) mapping data in KMZ format, which represents geographic information related to Line 2 of FKEC's electrical system infrastructure. The thermography MSA requires annual three-day infrared inspections to be performed once yearly between 2026 and 2028, scheduled as close to July 4th as possible during peak loading conditions. Inspections must cover FKEC's entire electrical system extending from the Monroe County line to the Seven Mile Bridge, encompassing six substations and serving more than 32,000 meters across the Upper and Middle Florida Keys. Inspections shall be conducted during normal business hours Monday through Thursday from 7:30 a.m. to 4:00 p.m., with FKEC providing transportation for the Level 2-Certified Infrared Thermography Technician. Bidders must submit questions by March 23, 2026 at 2:00 p.m., with proposals due by March 31, 2026 at 2:00 p.m. via email to procurement@fkec.com or through DemandStar e-Bidding, with intent to award anticipated by May 1, 2026.

Deliverables must include digital results classified into four severity levels based on temperature rise values, with comparison temperatures from other phases displayed for each hotspot, and results must be delivered within fourteen calendar days of inspection completion. Evaluation criteria are weighted at 25 points for firm and staff qualifications, 25 points for relevant past performance, and 50 points for cost proposal. Annual rate costs shall be submitted on a time and materials or time and equipment basis, with labor rates inclusive of small equipment, tools, and supplies, while large equipment rates may be charged separately and are inclusive of ownership and operational costs excluding operator labor. Materials shall be charged on an actual cost basis without overhead or profit components. The contract is subject to 2 C.F.R. Part 200 (Uniform Rules) and FEMA requirements, and if contract value exceeds $250,000, FKEC may require performance and payment bonds. Invoices must be submitted at least weekly with supporting documentation subject to verification, and payment is due within thirty days of invoice receipt and approval.
