About this file

EXHIBIT_F_Line4_LiDAR.kmz is a geospatial data file associated with Florida Keys Electric Cooperative Association, Inc.'s (FKEC) Master Service Agreement procurement for system-wide thermography services. This KMZ (Keyhole Markup Language Zipped) file contains geographic information mapping Line 4 LiDAR data, which represents Light Detection and Ranging survey information for electrical infrastructure visualization. The file supports the thermography inspection procurement covering FKEC's electrical system from the Monroe County line to the Seven Mile Bridge, encompassing six substations and serving more than 32,000 meters across the Upper and Middle Florida Keys. The annual system-wide inspections are scheduled to occur once yearly, as close to July 4th as possible, during normal business hours (Monday through Thursday, 7:30 a.m. to 4:00 p.m.), conducted by a Level 2-Certified Infrared Thermography Technician. The three-year MSA term covers 2026, 2027, and 2028, with questions due by March 23, 2026 at 2:00 p.m. and proposals due by March 31, 2026 at 2:00 p.m., with an anticipated award date of May 1, 2026.

The procurement evaluation criteria are weighted at 25 points for firm and staff qualifications, 25 points for relevant past performance, and 50 points for cost proposal. Annual rate costs must be submitted on a time and materials or time and equipment basis, with labor rates inclusive of small equipment, tools, and supplies, while large equipment may be charged separately inclusive of ownership and operational costs excluding operator labor. Materials shall be charged on an actual cost basis without overhead or profit components. Deliverables must be provided within fourteen calendar days of inspection completion and classified into four severity levels based on temperature rise values. FKEC reserves the right to reject any or all proposals, award to other than the lowest-priced offeror, or award to multiple respondents. If contract value exceeds $250,000, FKEC may require performance and payment bonds. Invoices must be submitted at least weekly with supporting documentation, and payment is due within thirty days of invoice receipt and approval. The contract is subject to 2 C.F.R. Part 200 (Uniform Rules) and FEMA requirements.
