About this file

This file is a geospatial exhibit (KMZ format) submitted by Florida Keys Electric Cooperative Association, Inc. (FKEC) in support of a Master Service Agreement solicitation for system-wide thermography services. The exhibit, labeled "EXHIBIT_E_Line3_LiDAR.kmz," provides mapping data delineating the service area covering FKEC's electrical distribution system extending from the Monroe County line to the Seven Mile Bridge across the Upper and Middle Florida Keys. The project requires annual system-wide infrared thermography inspections to be performed once yearly over a three-year contract term covering 2026, 2027, and 2028, with inspections scheduled as close to July 4th as possible to coincide with peak loading conditions. All inspections must be conducted by a Level 2-Certified Infrared Thermography Technician and must encompass six substations serving more than 32,000 meters throughout the designated service territory. Inspections shall occur during normal business hours, Monday through Thursday from 7:30 a.m. to 4:00 p.m., with FKEC providing transportation. Bidders must submit questions by March 23, 2026 at 2:00 p.m., and proposals are due by March 31, 2026 at 2:00 p.m., with intent to award anticipated by May 1, 2026.

Evaluation criteria are weighted at 25 points for firm and staff qualifications, 25 points for relevant past performance, and 50 points for cost proposal. Annual rate costs must be submitted on a time and materials or time and equipment basis with labor rates inclusive of small equipment, tools, and supplies; large equipment rates may be charged separately. Materials shall be charged at actual cost without overhead or profit components. Deliverables include digital results classified into four severity levels based on temperature rise values, delivered within fourteen calendar days of inspection completion. If the contract value exceeds $250,000, FKEC may require performance and payment bonds. Invoices must be submitted at least weekly with supporting documentation, and payment is due within thirty days of invoice receipt and approval. The contract is subject to 2 C.F.R. Part 200 and FEMA requirements, with FKEC reserving the right to reject any or all proposals or award to multiple respondents.
