About this opportunity

Salt Lake County Contracts and Procurement, on behalf of the Treasurer's Office, is soliciting competitive bids through a Request for Bids (RFC) for armored car services to transport cash collections from multiple County agencies to Wells Fargo's processing center for deposit. The procurement encompasses the secure transportation of cash, coins, checks, securities, and other valuables in sealed or locked shipments, with regularly scheduled pickups at approximately fifteen locations throughout the Salt Lake City metropolitan area occurring as late as possible during business days to ensure same-day deposit credit. Most locations require five pickups per week, Monday through Friday, excluding the twelve County-observed holidays in 2026, though the County reserves the right to add or delete pickup locations with one week's notice. The contract will be awarded to the lowest responsive, responsible bidder and will have a six-year term effective upon execution. Bid pricing must remain firm for 24 months, with price escalation requests thereafter requiring 90 days' notice and supporting documentation justifying increases not to exceed 3 percent annually. The RFC was posted on May 11, 2026, with bids due by June 1, 2026. Bidders must maintain comprehensive insurance coverage including workers' compensation ($1,000,000 employers liability), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($2,000,000 per accident), and crime insurance ($2,000,000 minimum covering employee dishonesty, funds in transit, robbery, safe burglary, and client property theft), and must comply with all federal, state, and local environmental laws and certify non-debarment status.

No set-aside designations or restrictions limiting responses to disadvantaged enterprises are specified in the solicitation documents; however, vendors may qualify for preference scoring through two optional preference categories: an Employee Health Care Preference (one additional point for maintaining a health benefit plan meeting Utah Code requirements) and a Veterans and Companywide Hiring Preference (one additional point for vendors maintaining active veteran recruitment and employment programs, employing at least one veteran, implementing drug and alcohol testing policies applicable to all covered employees with random testing requirements, operating a federally or state-recognized job training program, and maintaining an OSHA-compliant safety program). No incumbent vendor is identified in the available documents, though the County indicates it may procure armored car services from multiple sources under this non-exclusive contract. Bidders may request business confidentiality protection for sensitive trade secrets or commercial information through the GRAMA process outlined in the protected records attachment. The County estimates approximate annual purchases of $100,000 with no guaranteed minimum or maximum, and contract funding beyond December 31, 2026, is contingent upon appropriated funds; billing will be calculated monthly based on the pricing schedule completed by the winning bidder for each of the fifteen service locations.
