About this opportunity

Salt Lake County Contracts and Procurement, on behalf of the Sheriff's Office, is soliciting bids to add multiple towing vendors to an existing rotation towing program under RFC SLCo SHE113487-1, with bids due January 1, 2027 and a pre-bid virtual conference scheduled for September 24, 2026 at 2:30 PM Mountain Time. This is a no-cost contract to the County; all charges are billed to vehicle owners and/or insurance carriers under Utah Administrative Code R909-19.

Successful bidders meeting all specifications will be added to the rotation in random consecutive order. Towing companies must be available 24/7, 365 days per year and equipped to tow large vehicles and items in steep canyon areas, off-road terrain, and inclement weather. Response times are 30 minutes for local areas and 1 hour for unincorporated and canyon areas; failure to arrive within the specified window results in call cancellation with no allowable charges and dispatch of the next vendor. Equipment must be permanently marked with the company name and logo — not magnetic placards — and contractors cannot use temporary leased or substitute equipment from other towing companies. Once a company accepts a call and arrives on scene, the assigned vehicle or item must be removed with no refusal permitted. Contractors are responsible for complete accident-scene cleanup, including removal of oil, radiator fluid, absorbent materials, and vehicular debris.

Required insurance includes workers' compensation, employer's liability, and commercial automobile liability meeting Utah statutory minimums from A.M. Best A- or better–rated carriers. Contractors must maintain complete and accurate tow records and are subject to unannounced audits. The contract is effective upon execution and expires through February 2030.

Salt Lake County offers optional preference scoring: one point for maintaining employee health benefits, and one point for meeting all four requirements of the Veterans and Companywide Hiring Preference (active veteran recruitment and employment, current veteran employee, drug and alcohol testing with random testing, and OSHA-equivalent job safety program). Bidders may be required to acquire third-party software for County system integration. Questions should be directed to Serena Briggs at SerBriggs@saltlakecounty.gov.

Opportunity text

Salt Lake County Contracts and Procurement, on behalf of the Sheriff's Office, invites your company to bid on providing rotation towing services. The Sheriff's Office is seeking to increase the supplier pool with multiple additional vendors for the existing rotation towing project. Successful bidders meeting all bid specifications will be added to the resulting tow rotation. Charges resulting from towing services will be the responsibility of vehicle owners and/or insurance. The perspective bidders must be available 24/7, 365 days a year; the perspective tow company must be equipped to tow large vehicles and items, sometimes in steep canyon areas or off-road, and in inclement weather. The company shall respond with its own equipment, which is permanently marked with the company name and logo. The company will not use other towing company equipment on a "temporary lease" or substitute backup basis. The door of the tow company name should match the contractor that was called and not with a magnetic placard with the name. When called, the tow company is required to show up on site within 30 minutes for local areas and within 1 hour for calls in the unincorporated and canyon areas. If the towing service first called accepts the call but does not arrive within the specified allowable time, the call out will be canceled with no allowable charges to Salt Lake County Sherriff's Office or the vehicle owner. The next vendor in the tow rotation will then be dispatched. If the company accepts a call and arrives at the location of the incident, the vehicle or item assigned to the company/driver must be removed. The driver is not to turn it down once on scene. In response to the scene of a vehicular accident, it shall be the company's responsibility to completely clean the scene of all oil, radiator fluid (including absorbent material), and any other vehicular debris or fluid resulting from the accident. Successful bidders may be required to acquire any third-party software and/or applications necessary for the purposes of receiving County notifications for tow requests. A pre-bid conference will be held on 9/24/2026 at 2:30pm Mountain Time. To request a seat at this virtual conference, please send an email request to Serena Briggs at SerBriggs@saltlakecounty.gov. Attendance is not mandatory, but it shall be the sole responsibility of the bidder to attend this conference. Bidders not attending do so at their own risk. The written questions submitted, along with any other additional information pertaining to the clarification of specifications will be discussed in detail at this conference. Bidders shall thoroughly familiarize themselves with this RFC document including specifications prior to attending the conference. Verbal statements or information
