About this opportunity
Salt Lake County Contracts and Procurement, on behalf of the Sheriff's Office, is soliciting bids for evidence towing services under RFC SHE113488-2, with bids due January 1, 2027. This is a re-issue of a previous solicitation (SHE113488-1) intended to expand the existing vendor pool; the County will place all bidders meeting specifications into a rotating dispatch pool with call-out order determined by submitted pricing.
Bidders must provide 24/7, 365-day-per-year availability and demonstrate capability to tow all vehicle and item types, including heavy-duty class vehicles and items weighing 26,000 pounds or more, in steep canyon areas, off-road terrain, and inclement weather. Response time requirements are 30 minutes for local areas and one hour for unincorporated and canyon areas. Partial bids will not be considered. Once dispatched and on-scene, contractors must complete the assignment and are responsible for full scene cleanup of all vehicular fluids, debris, and absorbent materials. All operators, managers, and office staff must hold current UDOT tow truck certifications and valid medical examiner certificates; disqualifying offenses include violent felonies, sexual offenses, domestic violence, weapons-related crimes, and any felony or misdemeanor involving moral turpitude within the past five years. Contractors must maintain permanently-marked equipment and personnel with no subsidiary companies or temporary leasing arrangements.
The approximate annual contract value is $15,000 with no guaranteed minimum or maximum purchase quantities. Pricing is all-inclusive and firm for the full contract term through April 2030, broken into quarter-hour segments per UDOT regulations; fuel surcharges are allowed only under UDOT Rule R909-19-16. The pricing schedule establishes rates of $10.00 per hour for light vehicles (up to 10,000 pounds), $5.00 per hour for medium vehicles (10,001 to 26,000 pounds), and $2.50 per hour for heavy-duty vehicles (26,000 pounds and above). Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, Workers' Compensation insurance, and Commercial Automobile Liability insurance of $750,000 or $1,000,000 per occurrence depending on emergency or non-emergency classification. Vendors may earn preference points by certifying Employee Health Care or Veterans and Companywide Hiring programs. A pre-bid virtual conference is scheduled for September 24, 2026, at 2:30 p.m. Mountain Time. Award is contingent on Salt Lake County Mayor funding approval.

Salt Lake County Contracts and Procurement, on behalf of the Sheriff's Office, invites your company to bid on providing evidence towing services. The Sheriff's Office is seeking multiple vendors for towing evidence. This solicitation is a re-issue of the previous SHE113488-1; the County is seeking to add additional vendors to the existing pool. The perspective bidders must be available 24/7, 365 days a year; the perspective tow company must be equipped to tow large vehicles and items, sometimes in steep canyon areas or off-road, and in inclement weather. Bidders are required to have the capability to tow vehicles or items of any type, including heavy duty class vehicles or items (26,000+ lbs.); partial bids will not be considered for award. When called, the tow company is required to show up on site within 30 minutes for local areas and within 1 hour for calls in the unincorporated and canyon areas. All bidders meeting specifications will be placed in the vendor pool. The order in which successful companies will be called out will be determined by the Grand Total submitted by each company from the Pricing Schedule attachment. If the first company is unavailable for any reason, the next vendor in order will then be dispatched. If the dispatched towing service first called accepts the call but does not arrive within the specified allowable time, the call out will be canceled with no allowable charges to Salt Lake County Sheriff's Office or the vehicle owner. The next company will then be dispatched. If the company accepts a call and arrives at the location of the incident, the vehicle or item assigned to the company/driver must be removed. The driver is not to turn it down once on scene. In response to the scene of a vehicular accident, it shall be the company's responsibility to completely clean the scene of all oil, radiator fluid (including absorbent material), and any other vehicular debris or fluid resulting from the accident. Bidders are required to provide all documentation necessary, as part of their bid, to show compliance with UDOT Rule R909-19-8. Certification. A Required Documents attachment has been provided to aid bidders in submitting all required documentation. Failure to submit all required documentation may result in your bid being deemed non-responsive.
