About this file

This is a General Requirements document for Request for Bids (RFB) TRE130742 issued by Salt Lake County Contracts and Procurement on behalf of the Treasurer's Office for Armored Car Services. The winning bidder will transport cash collections—including currency, coins, checks, securities, and other valuables—from Salt Lake County agencies to Wells Fargo's processing center for deposit. Collections must be securely sealed or locked with receipt documentation provided before transport. Pickups will occur at regularly scheduled times as late as possible in the day to ensure same-day deposit credit. Most locations require five pickups per week Monday through Friday, excluding County-observed holidays, with the County retaining the right to add or delete pickup locations with one week's notice. The contract will be awarded to the lowest responsive, responsible bidder meeting specifications and will have a six-year term effective upon execution.

Bid pricing must remain firm for 24 months, with any price escalation requests requiring 90 days' notice, supporting documentation, and justification tied to an independent index not exceeding 3 percent annually. The maximum vendor liability per shipment is $1,000,000, and the maximum amount for check reconstruction of lost, damaged, or stolen deposits is $5,000,000. Monthly billing runs from the first to the last day of each month, with excess premise time charges listed separately and a 10-minute maximum premise time per location without additional charge. The County estimates approximate annual purchases of $100,000 with no guaranteed minimum or maximum. The contract is non-exclusive, and the County's obligation beyond December 31, 2026, is contingent upon appropriated funds. Bidders must maintain comprehensive insurance including workers' compensation with $1,000,000 employers liability limits, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, commercial automobile liability of $2,000,000 per accident, and crime insurance with minimum limits of $2,000,000 covering employee dishonesty, funds in transit, robbery, safe burglary, and client property theft.
