About this opportunity
Salt Lake County Contracts and Procurement, on behalf of Facilities Management, Aging and Adult Services, Salt Lake County Health Department, and the District Attorney's offices, is soliciting bids on snow removal services across eight county facility locations under RFC SLCo FAC112996-2, with proposals due November 9, 2026. The County reserves the right to contract with multiple bidders and may award locations individually to the lowest responsive bidder; partial bid submissions are permitted.
Bidders may qualify for up to two preference points under Salt Lake County's preference system: one point for providing employee health care benefits to covered employees and dependents throughout the contract term, and one point for the Veterans and Companywide Hiring Preference, which requires demonstrated active veteran recruitment with documented employment of at least one veteran, a drug and alcohol testing policy with random testing requirements, a federally or state-recognized job training program, and an OSHA-compliant or equivalent job safety program. All preference certification forms and supporting documentation must accompany the bid submission.
The scope comprises snow plowing, snow shoveling, ice melt application for concrete sidewalks and stairs, and sodium chloride application for parking lots and streets at Ellis R. Shipp Public Health Center, Environmental Health Administration, South Main Public Health Center, Magna-Kennecott Senior Center, South Redwood Public Health Center, Household Hazardous Waste facility, Salt Lake County District Attorney Downtown Building, and Salt Lake County West Jordan Building. Contractors must respond within one hour of 2 inches of snow accumulation or upon County request, with service completion guaranteed by 6:00 a.m. (7:00 a.m. at Magna-Kennecott). No subcontracting is permitted; contractors must use their own equipment and vehicles. Ice melt must contain 80 percent or greater calcium chloride for concrete areas; sodium chloride is permitted only on asphalt surfaces and requires County Facilities Services approval.
Pricing follows a per-push model with a fixed hourly rate applied uniformly across all locations, specified hours per push (not ranges), separate line-item pricing for ice melt and rock salt application, and a total "Push Price" not-to-exceed amount per location. Prices are guaranteed for the contract term with no increases permitted. The County estimates approximate annual purchases of $80,000 with no minimum or maximum guaranteed quantities. The contract term runs from execution through November 23, 2029 with no renewal options specified.
Contractors must carry commercial general liability insurance of $2 million per occurrence with $3 million aggregate, commercial auto liability of $2 million, and workers' compensation with $1 million employer's liability limits. Liquidated damages apply for late response or incomplete off-hours clearance. Contractors are fully liable for damage to buildings, structures, landscaping, vehicles, and injuries during operations. All de-icing materials require approval from the designated County departments. Site visits are strongly suggested but not required.
