About this file
This document contains bid specifications for snow removal services solicited by Salt Lake County Contracts and Procurement on behalf of Facilities Management, Aging and Adult Services, Salt Lake County Health Department, and the District Attorney's offices. The county seeks contractors to provide snow plowing, snow shoveling, application of ice melt for concrete surfaces, and sodium chloride application for parking lots and streets across multiple facility locations. Services are required at seven primary locations: Ellis R. Shipp Public Health Center, Environmental Health Administration, South Main Public Health Center, Magna-Kennecott Senior Center, South Redwood Public Health Center, Household Hazardous Waste facility, Salt Lake County District Attorney Building, and Salt Lake County West Jordan Building. Contractors must respond to snowstorms with accumulation of 2 inches or when called out, with services beginning within one hour of notification. The county may contract with multiple bidders, and all vehicles must be properly registered with current inspections and emissions certifications.
Key specifications require that all snow plowing vehicles be equipped with plows and ice melt spreaders, with ice melt containing 80 percent or greater calcium chloride for concrete areas and sodium chloride permitted only on asphalt surfaces. All de-icing materials must be approved by county Facilities Services, Aging and Adult Services, Salt Lake County Health Department, and the District Attorney's offices. No subcontracting is permitted; contractors must use their own company equipment and vehicles. Contractors are responsible for maintaining safety at all locations and must provide signed notifications or invoices during building occupancy hours and email notifications with read receipts within twelve hours of service completion. Maintenance schedules vary by location, with most facilities requiring Monday through Sunday service with clearance by 6:00 a.m., except the Magna-Kennecott Senior Center, which operates Monday through Friday with 7:00 a.m. clearance. Snow placement restrictions are specific to each facility, with requirements to protect fire hydrants, dumpsters, disabled parking spaces, building entrances, and sidewalk access.
