About this file
This General Requirements document outlines snow removal services for Salt Lake County, involving the Facilities Management division, Aging and Adult Services, Salt Lake County Health Department, and the District Attorney's offices. The County seeks qualified bidders to provide snow plowing, snow shoveling, ice melt application for sidewalks and stairs, and sodium chloride application for parking lots and streets across eight designated facility locations. Service requirements mandate that contractors complete a "push" (full snow and ice removal from all areas plus ice melt application) within one hour of 2 inches of snow accumulation or within one hour of a request from Facilities Management or building representatives. Multiple pushes during a single storm may be required, with additional clearings above 2 inches requiring site contact approval during business hours. Contractors must monitor sites during continuous snowfall and mark curbs and obstacles with flags prior to storms. The contract is non-exclusive, allowing the County to engage multiple bidders and purchase services from other sources. Site visits are strongly suggested but not required; bidders should contact specific department representatives to schedule tours. The contract term runs from execution through November 23, 2029, with no specified renewal options.
Pricing is based on a per-push model, with the push price remaining constant regardless of time of day, weekends, or holidays and covering all labor, equipment, and materials. Prices are guaranteed for the full contract term with no increases permitted. The County estimates approximate annual purchases of $80,000, though no minimum or maximum quantities are guaranteed. Awards will be made to the lowest responsive bidder on a location-by-location basis, allowing partial bid submissions. Contractors must carry commercial general liability insurance of $2,000,000 per occurrence with $3,000,000 aggregate, commercial auto liability of $2,000,000, and workers' compensation with $1,000,000 employer's liability limits. Liquidated damages apply if contractors arrive more than one hour after 2 inches of accumulation, fail to respond to County requests, or do not complete off-hours pushes by 6 a.m. Contractors are fully liable for any damage to buildings, structures, landscaping, vehicles, and injuries occurring during snow removal operations.
