About this opportunity

Dallas Independent School District is requesting proposals for secured armored car services for cash pickup of Food Services cafeteria receipts and Treasury Department campus activity funds under RFP OS-250239, with proposals due July 23, 2026 and a pre-proposal meeting scheduled for July 6, 2026 at 11:00 a.m. CST via Microsoft Teams. An aspirational Small Business Enterprise (SBE) goal of 30 percent of total contract dollar value applies, with SBE participation weighted at up to 20 points in evaluation; all respondents must complete and return signed SBE Compliance Guidelines and Forms with their bid submission or receive a zero score for the SBE component.

The scope covers daily cash collection from 181 DISD school locations across Dallas County and surrounding service areas (Dallas, Seagoville, Addison, Carrollton, and Wilmer, Texas) between 8:00 a.m. and 4:00 p.m., with weekly scheduled pickups and secure delivery to Wells Fargo Bank by the following business day. Pricing must remain firm for the one-year contract term and include separately identified Weekly Pickup Rate, Special Trip Rate for non-routine pickups, and any Fuel Surcharge. Bidders must be licensed under Texas Occupations Code Chapter 1702, maintain a fidelity bond of at least $100,000 per employee with access to District funds, and provide all-risk cargo coverage with a minimum limit of $1 million per occurrence.

The contract term is one year with two successive one-year renewal options, not to exceed three years total, contingent on mutual agreement; either party must provide 90 days' written notice of non-renewal intent. Evaluation uses a best-value approach: Purchase Price (40 points), Reputation of Vendor and Services (10 points), Quality of Services (15 points), Extent to Which Services Meet District Needs (15 points), and SBE Participation (20 points). The District reserves the right to award to one or multiple vendors and may terminate if more than five pickups are missed in a calendar month or twenty in a calendar year. Submissions are required electronically through the Bonfire platform at https://dallasisd.bonfirehub.com. Proposals may utilize local, state, federal, and grant-funded program dollars in accordance with Title 2 of the Code of Federal Regulations Part 200 and USDA and Texas Department of Agriculture requirements.
