About this opportunity
Jordan School District (JSD) in Salt Lake County, Utah is issuing a Request for Proposals for Science of Reading (SOR) Professional Development Program train-the-trainer services under Utah Procurement Code UCA Title 63G, Chapter 6a. The procurement seeks a qualified vendor to provide a defined, time-limited training engagement designed to build internal district capacity by training nine designated JSD Literacy Trainers to independently deliver and sustain the vendor's Science of Reading professional development program to approximately 60 K-3 and Special Education teachers, instructional coaches, and instructional staff annually throughout the district. The scope of work includes trainer-facing training materials, program delivery materials for educator use, facilitator time, preparation and planning, travel and lodging, administrative costs, and shipping and handling, with the district retaining ongoing access to training and program delivery materials without requiring recurring annual licensing, subscription, or renewal fees following the initial training engagement. Key deliverables include the development and delivery of train-the-trainer services, trainer-facing training materials, and educator-facing program delivery materials available for purchase throughout the five-year contract term. The evaluation criteria consist of technical proposals scored up to 600 points, cost per JSD Literacy Trainer representing approximately 30 percent of the total evaluation score, and presentations scored up to 100 points if conducted, with offerors required to achieve a minimum technical score of 450 points (75 percent) to advance. The deadline for submitting written questions is Wednesday, May 20, 2026, at 10:00 a.m. MDT, and proposals are due Wednesday, June 3, 2026, at 10:00 a.m. MDT, with submissions required both electronically through Utah Public Procurement Place Bonfire and in hard copy to the JSD Purchasing Department.
The RFP does not identify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions on organizational type, though all vendors must certify compliance with Utah Code 63G-27 boycott restrictions and must not be engaged in economic boycotts or boycotts of the State of Israel. All contractors with direct student contact must comply with background check requirements under Utah Code 53A-3-410, with clearance costs borne by the vendor. Additionally, contractors who are Utah Retirement Systems (URS) retirees receiving monthly benefits must complete Form RTRT-27A and comply with post-retirement employment restrictions prior to beginning work. Vendors must execute a Student Data Privacy Agreement compliant with the Family Educational Rights and Privacy Act (FERPA), Children's Online Privacy Protection Act (COPPA), and applicable state privacy regulations, with data protection provisions including cybersecurity frameworks based on NIST, ISO 27000, and CIS Critical Security Controls standards. The RFP documents do not identify any incumbent vendors or current contractors. All pricing must be guaranteed for one year from the contract effective date, with subsequent price adjustments requiring 30 days' notice and supporting documentation; however, no specific budget range or award value is disclosed in the available procurement documents, with cost evaluation focusing on the all-inclusive cost per JSD Literacy Trainer metric.
