About this opportunity

The Tennessee Department of Environment & Conservation is issuing an Invitation to Bid for a one-time procurement of fuel storage and dispensing equipment at Savage Gulf State Park in Beersheba Springs, Tennessee. The project requires the furnishing and installation of two 1,000-gallon aboveground storage tanks—one for unleaded gasoline and one for off-road diesel—complete with attached fuel dispensers, underground electrical conduit, support footings, emergency shut-offs, safety controls, and a Fuel Master FMU-2500 Plus Fuel Management System with 25 ProKeys and Windows software. All on-site work must be completed between contract receipt and June 25, 2026, with the required delivery date of March 30, 2026. The scope of work includes site preparation with clearing, grubbing, and grading; installation of concrete foundational support pads with reinforcement; installation of UL-142 double-walled saddle or rectangular tanks with single hose, single product dispensers featuring electronic displays; and installation of all required safety components, labels, and signage. Bidders must submit proposals through the Tennessee Edison system or Supplier Portal by May 1, 2026, at 2:00 PM CDT, with written questions and comments due by April 15, 2026, at 2:00 PM CST. Site visits are mandatory, as no allowances will be made for errors resulting from failure to visit the site and take exact measurements. Approved tank manufacturers include Envirosafe Tank, Newberry, JME, Hughes, or pre-approved equivalents, and contractors must possess an active Tennessee Building Contractor license (BC-B sm, BC-B, BC-C, or MC/CMC-J classification) prior to bid submission.

Respondents must be registered with the Tennessee Supplier Portal prior to contract issuance and must comply with all applicable Tennessee contractor licensing requirements. The procurement does not indicate any specific set-asides for disadvantaged enterprises; however, all bidders must certify compliance with the Iran Divestment Act and non-debarment status, and must provide documentation of sales and use tax registration or exemption with the Tennessee Department of Revenue. A mandatory pre-construction conference and final inspection with Facilities Project Manager Tim Stewart must be scheduled before work begins and before final payment is issued. The contractor is responsible for obtaining all permits and associated fees and must maintain workers' compensation insurance with minimum coverage of $1,000,000, commercial general liability insurance with minimum combined single-limit coverage of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance with minimum coverage of $1,000,000 per occurrence. A payment bond equal to 25% of the maximum liability ($32,500) is required to guarantee payment to subcontractors, laborers, and material suppliers. The contract has a maximum liability cap of $130,000, with the State of Tennessee exempt from sales and use taxes, and all invoices must be submitted within ten days of project completion and final acceptance.
