About this file

This is Amendment #1 to Invitation to Bid (ITB) #32701-13874 issued by the Tennessee Department of Environment and Conservation for fuel storage and dispensing equipment at Savage Gulf State Park. The amendment updates the ITB schedule of events and modifies the terms and conditions regarding the submission of questions and comments. The ITB post date is April 8, 2026, with a questions and comments deadline of April 29, 2026, at 2:00 PM CST, and a response deadline of May 8, 2026. The project requires the furnishing and installation of two 1,000-gallon aboveground storage tanks (one for unleaded gasoline and one for off-road diesel) complete with attached fuel dispensers, underground electrical conduit, support footings, emergency shut-offs, safety controls, and a Fuel Master FMU-2500 Plus Fuel Management System. All on-site work must be completed by June 25, 2026, with a required delivery date of March 30, 2026. Mandatory site visits are required, and bidders must submit proposals through the Tennessee Edison system or Supplier Portal by May 1, 2026, at 2:00 PM CDT.

The amendment clarifies that prospective respondents must submit all questions and comments in writing to the Solicitation Coordinator by the specified deadline, and any protests based on objections to the ITB will be considered waived if not submitted by this deadline. Approved tank manufacturers include Envirosafe Tank, Newberry, JME, Hughes, or pre-approved equivalents. Contractors must possess an active Tennessee Building Contractor license and be registered with the Tennessee Supplier Portal prior to contract issuance. The contract carries a maximum liability cap of $130,000, with a payment bond requirement of 25% of maximum liability ($32,500). Bidders must provide proof of workers' compensation insurance ($1,000,000 minimum), commercial general liability insurance ($1,000,000 per occurrence and $2,000,000 aggregate minimum), and automobile liability insurance ($1,000,000 per occurrence minimum), and must certify compliance with the Iran Divestment Act and non-debarment status.
