About this file
This is Amendment #3 to an Invitation to Bid (ITB #32701-13874) issued by the Tennessee Department of Environment and Conservation for fuel storage and dispensing equipment at Savage Gulf State Park in Beersheba Springs, Tennessee. The amendment updates the project schedule, with a questions and comments deadline of May 6, 2026, and a response deadline of May 15, 2026. The project requires furnishing and installation of two 1,000-gallon aboveground storage tanks—one for unleaded gasoline and one for off-road diesel—complete with attached fuel dispensers, underground electrical conduit, support footings, emergency shut-offs, safety controls, and a Fuel Master FMU-2500 Plus Fuel Management System. All on-site work must be completed by June 25, 2026. No prebid meeting or site visit is scheduled; however, bidders may arrange independent site visits to assess site conditions and take measurements. The amendment clarifies critical project specifications, including tank layout (end-to-end configuration), conduit installation requirements (all conduits to be installed empty and routed to the nearest point inside the building), commissioning requirements (to be included in the fuel system installation bid), and bollard placement (required only on the side adjacent to the fueling lane). The State confirmed that timeline extensions will be granted with proof of manufacturer lead times for tank delivery, which typically range from 12 to 16 weeks.
The amendment provides responses to 12 bidder inquiries addressing technical specifications and project logistics. Approved tank manufacturers are limited to Envirosafe Tank, Newberry, JME, Hughes, or pre-approved equivalents, and approved fuel dispenser brands are specified in the Specifications Document (excluding Wayne or Gasboy brands). The contractor must possess an active Tennessee Building Contractor license and must complete all preparatory work prior to tank delivery. A mandatory pre-construction conference with the Facilities Project Manager is required before work begins. The maximum project liability is capped at $130,000, and a payment bond equal to 25 percent of maximum liability ($32,500) is required. Contractors must maintain workers' compensation insurance with minimum coverage of $1,000,000 and commercial general liability insurance with minimum combined single-limit coverage of $1,000,000 per occurrence and $2,000,000 aggregate.
