About this file
This is Amendment #2 to Invitation to Bid (ITB) #32701-13874 issued by the Tennessee Department of Environment and Conservation for fuel tank installation at Savage Gulf State Park. The amendment updates the ITB schedule of events and modifies protest procedures. The ITB post date was April 8, 2026, with a questions and comments deadline of May 6, 2026 at 2:00 PM CST and a response deadline of May 13, 2026. The project requires the furnishing and installation of two 1,000-gallon aboveground storage tanks—one for unleaded gasoline and one for off-road diesel—complete with attached fuel dispensers, underground electrical conduit, support footings, emergency shut-offs, safety controls, and a Fuel Master FMU-2500 Plus Fuel Management System. All on-site work must be completed by June 25, 2026, with delivery required by March 30, 2026. Site visits are mandatory, and bidders must submit proposals through the Tennessee Edison system or Supplier Portal by May 1, 2026 at 2:00 PM CDT. The amendment clarifies that any protests regarding ITB objections must be submitted in writing to the Solicitation Coordinator by the May 6, 2026 questions and comments deadline, or such objections will be considered waived and invalid.
The contract carries a maximum liability cap of $130,000. Approved tank manufacturers include Envirosafe Tank, Newberry, JME, Hughes, or pre-approved equivalents. Bidders must possess an active Tennessee Building Contractor license (BC-B sm, BC-B, BC-C, or MC/CMC-J classification) prior to bid submission and must be registered with the Tennessee Supplier Portal. A payment bond equal to 25 percent of maximum liability ($32,500) is required. Contractors must maintain workers' compensation insurance with minimum coverage of $1,000,000, commercial general liability insurance with minimum combined single-limit coverage of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance with minimum coverage of $1,000,000 per occurrence. All bidders must certify compliance with the Iran Divestment Act and non-debarment status and provide documentation of sales and use tax registration or exemption with the Tennessee Department of Revenue. Invoices must be submitted within ten days of project completion and final acceptance.
