About this opportunity

Salt Lake City Corporation's Purchasing Division is soliciting competitive sealed proposals under RFP SLCI27031 for a cloud-based micromobility tracking software application to monitor dockless shared mobility devices, with proposals due December 1, 2026 through the Utah Public Procurement Place. The Department of Community and Neighborhoods, Transportation Division is the using organization. No set-asides are identified in this solicitation.

The contractor must deliver a browser-accessible SaaS dashboard with unlimited user accounts that ingests Mobility Data Specification version 2.1 or later and General Bikeshare Feed Specification version 3.0 or later, with capacity for future standards. Required functions include near-real-time display of operator data, vehicle location, battery level, and parking duration; geospatial zones (no-ride, no-parking, slow-speed, equity, transit station, special event, construction, and accessibility-sensitive); compliance monitoring against deployment caps and minimums; calculation of monthly per-ride fees owed by device vendors; and exports in formats including .csv, .json, .geojson, .kml, and .shp. Mandatory requirements include three years of similar work, MDS and GBFS expertise, experience using or offering artificial intelligence technology, and compliance with City ethics requirements. Offerors must register with the State of Utah Department of Commerce, Sam.gov, and E-Verify before contract execution. The contractor may not use City data to build or train proprietary AI/ML models without prior written approval, and generative AI use is limited to applications the City approves in writing.

The contract term is five years, with a single award to the highest evaluated score. Pricing must include all service delivery costs and remain firm for the full term and any renewals. Costs omitted from the cost schedule will not be allowed into the resulting contract. The contractor must maintain commercial general liability and professional liability at $1,000,000 per occurrence, commercial automobile liability at $1,000,000 combined single limit, and cyber risk at $1,000,000 per claim, plus workers' compensation, through the agreement and three years after completion. The City pays within 30 days of invoice receipt.

Evaluation proceeds in four stages: responsiveness review, a 200-point technical evaluation (Qualifications 40, Proposed Approach 75, Security and Privacy 35, Implementation 50) with a 120-point minimum, an 80-point presentation with a 48-point minimum, and cost evaluation worth 120 points. The lowest-cost offeror receives full cost points and others receive proportional points. The City may establish presentations or interviews with offerors that meet minimum technical thresholds. The Attachment 4 score sheet assigns category weights that differ from the RFP: Proposed Approach 40, Implementation 75, Qualifications and Security/Privacy 35, and Presentation 50.
