About this file
This is an evaluation scoresheet for Salt Lake City Corporation's Request for Proposals #SLCI27031 for Micromobility Tracking Software. The City seeks a cloud-based software application to track dockless shared mobility devices within its municipal jurisdiction. The contractor will provide a dashboard-like system to monitor, audit, regulate, and report on dockless mobility device use in support of the City's goals of reducing automobile vehicle miles traveled, promoting safety and Vision Zero alignment, and advancing transportation justice. The scoresheet establishes a structured evaluation framework for assessing competitive sealed proposals from qualified offerors.
The evaluation scoresheet assigns a total of 400 possible points distributed across technical criteria (200 points), cost evaluation (120 points), and presentation evaluation (80 points). Technical evaluation includes four weighted categories: proposed approach (40 points, 20 percent), implementation (75 points, 37.5 percent), qualifications and security/privacy (35 points, 17.5 percent), and presentation (50 points, 25 percent). Minimum thresholds require offerors to achieve 60 percent of points in both technical sections (120 points) and the presentation section (48 points). Cost points are calculated using a formula where the lowest proposed price receives 100 percent of available cost points, with all other offerors receiving proportional points based on their cost relative to the lowest bid. Mandatory requirements include three years of experience with similar work, compliance with City ethics requirements, and demonstration of expertise in Mobility Data Specifications (MDS) and General Bikeshare Feed Specifications (GBFS) data, as well as experience using or offering artificial intelligence technology.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price.
The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).
