About this opportunity
The City of Phoenix is soliciting qualifications from engineering consulting firms to provide comprehensive engineering services for the Road Safety Action Plan Safe Streets and Roads for All Fiscal Year 2024 Corridor Study, a qualifications-based procurement addressing safety improvements across three major arterial corridors on Phoenix's High Injury Network: 19th Avenue (Dunlap Avenue to Thunderbird Avenue), Northern Avenue (7th Street to I-17), and Broadway Road (40th Street to 35th Avenue). The project scope includes conducting Enhanced Road Safety Assessments, developing planning-level corridor concepts at 15% design level, performing feasibility analyses, crash data collection and analysis, advanced data analytics utilizing artificial intelligence at up to 50 corridor intersections, identifying and prioritizing safety countermeasures, developing implementation plans with cost estimates, conducting public information meetings (up to two per corridor), and preparing comprehensive corridor safety plans. Consultants must demonstrate assessment and pre-design experience of the prime firm, key personnel and subconsultants' relevant experience, strong project understanding and approach, adequate staffing, and will be evaluated through reference checks with previous clients. The evaluation criteria total 1,021 possible points, allocating 300 points for prime firm assessment and pre-design experience, 300 points for key personnel and subconsultants' experience, 300 points for project understanding and approach, 100 points for staffing information, and 21 points for reference checks. Statements of Qualifications must be submitted electronically in PDF format through the City's Procurement Portal at https://procurement.opengov.com/portal/phoenix by 12:00 p.m. Phoenix time on Friday, February 13, 2026, with a mandatory pre-submittal meeting scheduled for January 29, 2026 at 1:00 p.m. at City of Phoenix DCM and via Microsoft Teams. Submissions are limited to 12 pages maximum and must comply with specific formatting requirements including 10-point minimum font and 8" x 11" page size. Selection notification is expected in early March 2026, with a scope meeting scheduled for March 2026.
There are no identified set-asides for disadvantaged business enterprises, though the project does target equity outcomes with 87,590 disadvantaged community members representing 52% of the total population in the project area and an equity rating of 33% for the entire City of Phoenix. Consultants must be registered in the City's Vendor Management System prior to submission and must comply with federal requirements including trade restrictions, debarment certifications, and affirmative action requirements. References will become public record and may be released upon request to competing firms. The project is funded through a 2024 Safe Streets and Roads for All (SS4A) Implementation Grant, with a total project cost of $1,365,625.00, comprising $273,125.00 in local funds provided by the City of Phoenix (20%) and $1,092,500.00 requested from the SS4A Grant (80%). Consultants will be required to maintain project records electronically and utilize UNIFIER, the City's web-based project management database. The City of Phoenix reserves the right to reject any or all Statements of Qualifications and will enter into negotiations with the highest-qualified team selected through the qualifications-based selection process.
