This is a Request for Qualifications (RFQ) issued by the City of Phoenix, Arizona Office of the City Engineer for engineering services related to the Road Safety Action Plan Safe Streets and Roads for All Fiscal Year 2024 Corridor Study. The City seeks a qualified consultant team to provide comprehensive engineering services analyzing three major arterial corridors on the Phoenix High Injury Network: 19th Avenue (Dunlap Avenue to Thunderbird Avenue), Northern Avenue (7th Street to I-17), and Broadway Road (40th Street to 35th Avenue). Services include conducting Enhanced Road Safety Assessments, developing planning-level corridor concepts at 15% design level, and performing feasibility analyses to identify actionable safety countermeasures. Deliverables encompass crash data collection and analysis, advanced data analytics, safety recommendations prioritization, implementation plans with cost estimates, public information meetings (up to two per corridor), and comprehensive corridor safety plans. A pre-submittal meeting is scheduled for January 29, 2026 at 1:00 p.m. at City of Phoenix DCM and via Microsoft Teams. Statements of Qualifications must be submitted electronically in PDF format through the City's Procurement Portal by 12:00 p.m. Phoenix time on Friday, February 13, 2026. The City of Phoenix is seeking a qualified consultant team to provide engineering services to analyze three (3) major arterial corridors located on the Phoenix High Injury Network (HIN). These comprehensive corridor analyses will include conducting an Enhanced Road Safety Assessment
(RSA), developing planning-level corridor concepts, and conducting a feasibility analysis to provide an assessment of comprehensive safety corridor needs to identify actionable safety countermeasures. Services may include pre-design and public engagement.
Project Description
The Enhanced Road Safety Assessment (RSA) will look for opportunities to recommend and consider countermeasures that have not been used in Phoenix, but are working effectively in other parts of the country. The Enhanced RSA will be a forward-thinking effort to utilize new safety measures in accordance with the Federal Highway Administration Safe System Approach.
The three corridors are currently identified as:
1: 19th Avenue (Dunlap Avenue to Thunderbird Avenue)
2: Northern Avenue (7th Street to I-17)
3: Broadway Road (40th Street to 35th Avenue)
The three overall objectives for this project are:
• Identifying the safety issues on each corridor.
• Developing projects that can be implemented to address those specific safety issues using creative solutions up to a 15% level concept, including any new innovative ideas that may not have been utilized in the past.
• Providing a data/matrix that could be utilized to prioritize the projects along each corridor and in total.
The City embraces the Vision Zero goal to eliminate all fatal and severe injury crashes within the
City of Phoenix by the year 2050. This goal includes anyone walking, biking, rolling, taking transit, or driving while using the City’s transportation system. The City also embraces the Federal Safe
System Approach, which focuses on a human-centric approach to intelligent transportation system design, proactively identifying and addressing risks, and creating redundancies in safety measures.
Scope of Work
The consultant shall conduct a comprehensive evaluation to identify locations and subsequent roadway risk factors that have a statistically significant link to fatal and serious injury motor vehicle crashes, pedestrian crashes and bicycle crashes along each corridor.
Project Deliverables shall include:
• Data collection of motor vehicle crashes, bicycle-related crashes, and pedestrian crashes at signalized intersections and along roadway segments, including mid-block pedestrian crashes and nighttime pedestrian crashes.
Page | 3
• Provide advanced data analytics related to operations and near-miss collisions.
• Collection and analysis of supplemental data beyond the roadway and crash information included in the High Injury Network.
• Crash analysis to identify safety trends, patterns, and contributing factors.
• Recommendations and prioritization of safety countermeasure for all modes of travel but not limited to, pedestrians and bicyclists based on the identification risk and land use characteristics.
• Development of an implementation plan, addressing multimodal safety improvements, including, pedestrians and bicyclists.
• Preparation of 15% level cost estimates for anticipated improvements included in the plan.
• A comprehensive list of safety issues along each corridor.
• A list of implementable projects for each corridor, including spot-location improvements and/or may be combined with other spot locations.
• Develop a method and associated data to properly prioritize projects.
• Up to two public information meetings for each corridor to include preparation of meeting materials and presentation of materials at each meeting.
• Key project milestones, including, but not limited to, the kickoff meeting, data collection, monthly progress meetings, summary of Public Feedback, and presentation to the Vision
Zero Citizen Advisory Committee.
• Comprehensive corridor safety plan that includes spot safety improvements and corridor safety improvements.
• Potential low-cost quick-build safety treatments for implementation/evaluation during the study.
• Assisting the City of Phoenix project manager with the reporting requirements.
