About this opportunity
Pinellas County, Florida is requesting bids on two coordinated infrastructure projects — the Ridgewood Estates Sewer Improvements (PID 003204I) and the 82nd Avenue & 113th Street Water Main Improvements (PID 006170A) — under a two-step qualification and bidding process with a Minimum Qualification Submittal due October 13, 2026 at 3:00 pm and final bids due November 5, 2026 at 3:00 pm. A 10% Small Business Enterprise (SBE) participation goal applies to the full contract value.
For Step One qualification, bidders must provide either FDOT pre-qualification documentation in specified work types (cured-in-place pipe lining, drainage, utilities, and others) with capacity equal to or exceeding their bid amount, or a Florida Certified General Contractor license. All bidders must submit a Vendor Submittal Acknowledgement Form, Minimum Qualification Submittal Form with experience on similar projects, a bonding letter indicating maximum bonding capacity, and minimum four professional contract references from work completed within the past seven years of similar size and scope.
The sewer scope includes approximately 500 linear feet of 12-inch PVC sanitary sewer pipe, six 4-foot diameter manholes, replacement of two stormwater inlets, approximately 3,020 square feet of modified bioswale, and approximately 470 square yards of pavement replacement in the City of Seminole. The water main scope involves replacement of approximately 6,800 linear feet of 6-inch water main using open cut and horizontal directional drilling along 113th Street from 84th Avenue to 82nd Avenue North, with fire hydrant replacement, water service replacement, and gate valve installation. Both projects occupy overlapping work areas requiring comprehensive coordination; surface restoration within the overlap area is performed once and compensated solely under PID 003204I. Five general pay items in PID 006170A must be priced at exactly 20 percent of PID 003204I pricing for those same items.
The contract term is 380 consecutive calendar days from Notice to Proceed, with work commencing within 15 calendar days of award. Bid bonds of 5% of base bid and performance and payment bonds of 100% of contract amount are required. Payment is unit price basis for most items and lump sum for mobilization, demobilization, as-built survey, erosion and water pollution control, and maintenance of traffic. Questions are due October 9, 2026 at 3:00 pm. All submittals must be made electronically via the OpenGov procurement portal. Contract award is made to the lowest responsive and responsible bidder. Submittals may not be withdrawn for 120 days after opening.
