About this file
Summary
This is a Special Notices appendix document for two coordinated infrastructure projects in Pinellas County, Florida: the Ridgewood Estates Sewer Improvements (PID 003204I) and the 82nd Avenue & 113th Street Water Main Improvements (PID 006170A). The Ridgewood Sewer Improvements project will replace approximately 500 linear feet of 12-inch PVC sanitary sewer, construct six 4-foot diameter manholes, replace two stormwater inlets, create approximately 3,020 square feet of modified bioswale, and replace approximately 470 square yards of pavement along 82nd Avenue and 113th Street North in the City of Seminole to address capacity deficiencies and reduce sanitary sewer overflow risk during heavy rainfall events. The Water Main Improvements project will replace approximately 680 linear feet of 6-inch water main along 113th Street from 84th Avenue to 82nd Avenue North, including connections to the potable water distribution system, fire hydrant replacement, water service replacement, and gate valve installation. The contract term is 380 consecutive calendar days from award.
The document establishes mandatory coordination requirements between the two projects due to overlapping construction limits and common work areas affecting roadway, sidewalk, driveway, grading, drainage, landscaping, and traffic control. Contractors must sequence work to avoid unnecessary repetition and duplicate permanent restoration, with all surface restoration within the overlap area performed once and compensated solely under PID 003204I. Five general pay items—As-Built Survey, Mobilization and Demobilization, Maintenance of Traffic, Prevention, Control, and Abatement of Erosion and Water Pollution, and Clearing & Grubbing—must be priced in PID 006170A at exactly 20 percent of the PID 003204I pricing for those same items. All work is governed by Pinellas County Standard Technical Specifications and FDOT Standard Specifications, with project-specific modifications detailed in the PID 003204I project technical specifications. No duplicate compensation is permitted for removal, replacement, or restoration of the same physical improvement across both projects.

APPENDIX 4 - SPECIAL NOTICES
Ridgewood Estates Sewer Improvements PID 003204I
82nd Avenue & 113th Street Water Main Improvements PID 006170A
In Pinellas County, Florida
NOTICES TO CONTRACTOR
General Notices
Section 1 Overview of Related Projects
The Ridgewood Sewer Improvements, PID 003204I, and the 82nd Avenue & 113th Street Water Main Improvements, PID 006170A, are separate project scopes with separate project volumes, plans, technical specifications, pay items, measurement and payment requirements, submittals, testing requirements, record documentation, and closeout requirements.
Portions of the two projects occupy the same or immediately adjacent construction limits along 113th Street North and near 82nd Avenue. As a result, work under the two PIDs may affect common roadway, sidewalk, driveway, grading, drainage, landscaping, traffic-control, access, and restoration areas.
Sections 1 to 4 are intended to make the Contractor fully aware of that physical interface and to establish the coordination requirements for efficient execution of the two scopes. The Contractor shall plan the work as a coordinated field operation in overlapping areas so that completed work is not unnecessarily disturbed, temporary controls are not unnecessarily repeated, public impacts are minimized, and permanent restoration of the same physical area is not performed more than once.
• Ridgewood Estates Sewer Improvements, PID 003204I:
The Ridgewood Sewer Improvements Project will replace portions of the existing sanitary sewer along the east end of 82nd Avenue and along 113th Street North (near the intersection with 82nd Avenue) in the City of Seminole which were evaluated and found to have capacity deficiencies that contribute to the high risk of sewer overflow during heavy rainfall events.
The Scope of Work has project limits from just west of intersection of Ridgewood Circle and 82nd Avenue heading east to dead end of 82nd Avenue (Baseline B); within utility and construction easements across Lot 3 of the Plat “Second Additional To Ridgewood”, Plat Book 43, Pages 32-33 and northern portion of Lot 17 of the Plat “Ridgewood Groves Unit – 4”, Plat Book 51, Page 36, recorded in Pinellas County, FL (Baseline B); and within the western Right-of-Way of 113th Street North and portion of southbound lanes at the intersection of 82nd Avenue and 113th Street and north of same intersection for an approximate total length of 120 LF (Baseline A). The work includes construction of new sanitary sewer, abandoning/removal of old sanitary sewer, removal of existing pavement, regrading for stormwater collection, and replacement of stormwater structures on 82nd Avenue, and replacement of existing fire hydrant in new location. The work includes the following construction components:
• Approximately 500 linear feet of 12-inch PVC sanitary sewer
• Six 4-foot diameter manholes
• Replacement of 2 stormwater inlets
• Approximately 3,020 SF modified bioswale
• Approximately 470 SY pavement replacement
Contractor shall be very cautious during construction in close proximity to the existing 24-inch concrete potable water main located in the west Right-of-Way of 113th Street North. Between approximate stations 4+55B and 4+65B, hand digging is required due to the existing 24-inch concrete potable water main. The 24-inch concrete potable water main.
• 82nd Avenue & 113th Street Water Main Improvements, PID 006170A:
The work to be performed includes replacement of approximately 680 LF of 6-inch water main to replace aging cast iron water mains. The proposed area of work includes work along 113th Street from 84th Avenue to 82nd Avenue North. This work includes connections to the existing potable water distribution system, removal and replacement of fire hydrants, replacement of existing water services, installation of new gate valves and other appurtenances, and restoration of roads, sidewalks, driveways, landscaping, and other features disturbed by the construction of the water main.
Section 2 Overlapping Construction Limits and Work Interfaces
The construction limits of PID 003204I and PID 006170A overlap or are immediately adjacent generally within the 113th Street North right-of-way and along 82nd Avenue as shown in the Drawings. Within these areas, sanitary sewer and water main construction may affect the same or adjoining pavement, roadway base, sidewalk, curb and gutter, driveways, grading, sod and landscaping, drainage features, traffic-control limits, temporary access routes, and other surface improvements.
Section 3 Coordination, Sequencing, and Maintenance of Traffic A. The Contractor shall coordinate the sequencing of work under both PIDs to optimize construction effort and avoid unnecessary repetition within overlapping work areas. Construction means and methods remain the Contractor's responsibility; however, the selected sequence shall satisfy the coordination outcomes established by this Appendix.
B. The Contractor shall coordinate excavation, utility installation, utility shutdowns, inspections, testing, backfill, temporary surface conditions, access, grading, traffic-control stages, and restoration so that work completed under one PID is not unnecessarily disturbed by subsequent work under the other PID.
C. Where similar or adjoining traffic-control limits are required for both PIDs, the physical maintenance-of-traffic staging shall be coordinated. Where a single, expanded, or otherwise coordinated traffic-control setup can safely accommodate work under both PIDs and reduce repeated lane closures, pedestrian disruptions, or impacts to residents and businesses, the Contractor shall incorporate such coordination into its planning, subject to the applicable MOT requirements and approvals.
E. The Contractor shall maintain safe and functional access, emergency access, temporary pedestrian routing, and temporary surface conditions throughout the coordinated work. Coordination shall not be used to defer required temporary safety or access measures.
Section 4 Restoration Within Overlapping Areas
DOUBLE PERMANENT RESTORATION OF THE SAME PHYSICAL AREA IS NOT ALLOWED.
Permanent restoration shall be planned with the full limits and sequence of both PIDs in mind and shall not be used as an interim condition where scheduled work under the other PID will require the same permanent surface to be disturbed.
A. Permanent restoration shall be scheduled after completion of the underground and other work that will affect the applicable restoration area, unless otherwise directed by the Engineer.
B. Temporary restoration necessary to maintain a safe, stable, accessible, and functional condition during construction is permitted and shall be maintained until permanent restoration is performed. Temporary restoration does not constitute authorization to perform permanent restoration twice.
C. Where the restoration responsibility or project limit is unclear, the Contractor shall obtain clarification before installing permanent restoration.
D. No duplicate compensation will be allowed for removal, replacement, or permanent restoration of the same physical improvement solely because the area is affected by both PIDs.
Section 5 Measurement and Payment
Where similar project-wide pay items are provided under both PIDs, each pay item shall be priced and administered under the PID in which it appears. The existence of similar pay items in both projects does not eliminate the Contractor's coordination obligations and does not authorize duplicate permanent restoration or unnecessary repeated physical work.
All roadway base, asphalt, curb and gutter, sidewalk, driveway, regrading, sodding, and other surface or property restoration within the area of overlap shall be performed once, in accordance with the more stringent of the applicable Contract Document requirements, and shall be measured and paid for under PID 003204I (Ridgewood Sewer Improvements) only. Restoration pay items under PID 006170A (82nd Avenue & 113th Street Water Main Improvements) apply only to disturbance caused by the water main work outside the area of overlap.
Mandatory 20% Pricing Allocation for the Following Pay Items Pay items 005-0900 (As-Built Survey), 101-0100 (Mobilization and Demobilization), 102-1000 (Maintenance of Traffic), 104-1 (Prevention, Control, and Abatement of Erosion and Water Pollution), and 110-0100 (Clearing & Grubbing) are the only general, project-wide lump sum pay items that appear, under identical pay item numbers, in both the PID 003204I and the PID 006170A pay item lists. Each is a general, project-wide lump sum item that is performed once for the combined project and is predominantly associated with the Ridgewood Sewer Improvements, PID 003204I, scope of work. Each item is also carried in the PID 006170A pay item list because each PID is required to carry its own complete set of general pay items.
For these five pay items only, the Contractor shall price each pay item as it appears in the PID 006170A pay item list at an amount equal to twenty percent (20%) of the Contractor's price for the same pay item number as it appears in the PID 003204I pay item list, as summarized in the table below. This required allocation exists so that the cost of a single, project-wide effort is not priced by the Contractor as though it were being performed twice, and is not divided equally, or on any other basis, between the two PIDs.
Pay Item No.
Description Required PID 006170A Lump Sum Price
005-0900 As-Built Survey 20% of the PID 003204I price for Pay Item 005-0900
Pay Item No.
Description Required PID 006170A Lump Sum Price
101-0100 Mobilization and Demobilization 20% of the PID 003204I price for Pay Item 101-0100
102-1000 Maintenance of Traffic 20% of the PID 003204I price for Pay Item 102-1000
104-1 Prevention, Control, and Abatement of Erosion and Water Pollution
20% of the PID 003204I price for Pay Item 104-1
110-0100 Clearing & Grubbing 20% of the PID 003204I price for Pay Item 110-0100
The Contractor shall determine its PID 003204I lump sum price for each of these five pay items first, and then calculate the corresponding PID 006170A lump sum price directly from it, before submitting its bid.
This required allocation applies only to the five pay items listed above and does not apply to, and shall not be inferred for, any other pay item that happens to appear in both PID pay item lists.
Section 6 Completeness of Pricing and Work Not Separately Itemized The pay item lists establish the basis for measurement and payment; they shall not be interpreted as an itemized inventory of every operation, material, component, service, appurtenance, or incidental requirement necessary to complete the Work.
Except where the Contract Documents/bid tabs expressly establish a separate basis of payment, all work reasonably inferable from the Contract Documents, or reasonably necessary to provide complete, operable, functional, tested, restored, and accepted Work in accordance with the intent of the Contract Documents, shall be considered included in the Contract Price.
Where required Work is not separately identified by a pay item, the Contractor shall include the associated cost within the applicable available pay item or pay items to which that Work is reasonably related. The Contractor shall make all necessary pricing allowances within the provided pay items for the complete performance of the Work.
The Contractor shall be deemed to have reviewed the Contract Documents as a whole and to have included in its pricing all costs necessary to satisfy their requirements and intent. Failure to identify, allocate, or distribute such costs among the available pay items shall not transfer those costs to the County.
Section 7 Pay Item and Specifications Reference The following matrix identifies the primary specification references for PID 003204I and PID 006170A for pay items other than County Utilities Items. County Utilities Items are not included because their applicable specification requirements, measurement provisions, and basis of payment are established directly by the corresponding pay item descriptions and Contract Documents. The matrix is provided solely as a reference and is not an exhaustive statement of the scope included in any pay item. The matrix is subject to the completeness-of-pricing requirements explained in Section 6 and shall not be interpreted as limiting the Work. The matrix does not relieve the Contractor of the responsibility to review all applicable Contract Documents.
PID 003204I
For PID 003204I, where the Ridgewood Estates Sewer Improvements Project Technical Specifications contain a project-specific technical specification, Special Provision, measurement and payment provision, or other modification applicable to a pay item, the applicable PID 003204I project-specific provision is identified first in the matrix and shall be read together with the underlying County standard specification and other referenced Contract Documents. Reproduction of a County standard specification within the PID 003204I specification volume does not change its status as a County standard specification. Where no PID 003204I-specific provision applies, the applicable County standard specification is identified directly.

Section 8 Specification Editions and Current Requirements The roadway and general construction pay items were developed using specification sections incorporated into the Ridgewood Estates Sewer Improvements Project Specifications, including applicable provisions of the Pinellas County Standard Technical Specifications for Roadway and General Construction (Revised July 2019). Accordingly, the July 2019 specification sections identified in the matrix shall remain the primary reference for interpretation of the scope, measurement, and basis of payment of those pay items, except where expressly modified by the PID 003204I Project Specifications or other Contract Documents.
Where a later-issued Pinellas County specification, supplemental specification, standard, detail, or other referenced requirement is applicable to the Work and can be applied without changing the established pay item scope, measurement, or basis of payment, the latest applicable issue in effect on the date of bid shall be used. Where a later County publication supplements an applicable requirement, such supplemental requirement shall be read together with the project specification requirements.
The absence of a corresponding section or pay item from a later-issued County supplemental specification shall not be interpreted as deleting, superseding, or rendering inapplicable a requirement incorporated into the PID 003204I Contract Documents. Where the applicable Ridgewood pay item or specification subject is not addressed in the latest County supplemental specifications, the corresponding provision of the Pinellas County Standard Technical Specifications for Roadway and General Construction (Revised July 2019), as identified in this Appendix and incorporated into the project specification basis, shall apply.
In the event that application of a later-issued specification would conflict with, materially alter, or establish a different scope, measurement, basis of payment, material requirement, or project-specific requirement from that established by the Contract Documents, the applicable PID 003204I Project Specifications and the specification reference identified for the pay item in this Appendix shall govern, subject to the order of precedence established by the Contract Documents.

Section 9 Schedule
The Contractor shall develop one comprehensive coordination schedule that encompasses the work activities, sequencing, and interdependencies associated with both PID 003204I and PID 006170A. The schedule shall identify activities by PID and clearly show the logic and sequencing of work in overlapping areas, including activities that affect traffic control, access, utility shutdowns, inspections and testing, temporary conditions, and permanent restoration.
The integrated schedule shall demonstrate that the Contractor has planned the two scopes to avoid unnecessary repeated disturbance and double permanent restoration. Updates and short-term look-ahead planning shall identify changes or conflicts affecting the other PID and the corrective sequencing proposed to maintain coordinated execution.
