Technical Specifications Summary
This document comprises the technical specifications prepared by CHA Consulting, Inc. for Pinellas County Utilities, specifically for the 82nd Avenue & 113th Street Water Main Improvements Project (Project Number 006170A). The project involves replacement of approximately 6,800 linear feet of 6-inch water main using open cut and horizontal directional drilling installation methods along 113th Street from 84th Avenue to 82nd Avenue North. Work scope includes connections to existing potable water distribution systems, removal and replacement of fire hydrants, replacement of existing water services, installation of new gate valves and appurtenances, and restoration of roads, sidewalks, driveways, and landscaping. The specifications are integrated with the Ridgewood Estates Sewer Improvements Project (PID 003204I), requiring a comprehensive construction progress schedule that coordinates overlapping work areas within an established contract time of 380 consecutive calendar days. The document designates Emily Williamson, State of Florida Professional Engineer (License No. 93264), as the engineer responsible for all project specifications.
Payment is established on a unit price basis for most items, including linear feet of pipe installed, individual fire hydrants, tapping sleeves, service connections, and air release valves, with specific measurement and payment methodologies detailed for each line item. Lump sum pay items include mobilization and demobilization, as-built survey, erosion and water pollution control, maintenance of traffic, and clearing and grubbing, with staged payment schedules based on percentage of contract completion. The contractor must submit a Schedule of Values and construction progress schedule within ten days of notice of award, utilize Microsoft Project scheduling software, and maintain compliance with Pinellas County Standard Technical Specifications. Key requirements include pre-construction conferences, monthly progress meetings, professional audio-video documentation of existing conditions, submittal procedures allowing 21 days for review, and coordination with Pinellas County personnel for all work involving existing pressurized mains, with 48-hour advance notice required for construction activities.
