About this file

This is a Technical Specifications document for the Ridgewood Sewer Improvements Project (PID 003204I) issued by Pinellas County Utilities in Florida, prepared by Parsons Transportation Group, Inc. The project involves the replacement of existing sanitary sewer infrastructure along the east end of 82nd Avenue and 113th Street North in the City of Seminole to eliminate flow capacity restrictions and reduce sanitary sewer overflows during heavy rainfall events. The scope of work includes approximately 500 linear feet of 12-inch PVC sanitary sewer pipe, six 4-foot diameter manholes, replacement of two stormwater inlets, approximately 3,020 square feet of modified bioswale, and approximately 470 square yards of pavement replacement. The project work area extends from just west of the intersection of Ridgewood Circle and 82nd Avenue to the dead end of 82nd Avenue, and along the western right-of-way of 113th Street North. The specifications establish measurement and payment criteria for numerous pay items including gravity sewer pipe installation at various depths (6-14 feet), manhole construction and removal, potable water main piping, fire hydrant assembly installation, sanitary sewer service lateral adjustments, and pavement and landscape restoration. The contractor is required to submit a baseline construction schedule within thirty days of Notice to Proceed and provide monthly updated progress schedules thereafter using Microsoft Project software with Critical Path Method scheduling.

The specifications designate this as a project requiring coordination with existing 24-inch concrete potable water mains and other utilities, with hand digging required in certain proximity zones and bracing of existing infrastructure during construction activities. All work must comply with Pinellas County Standard Technical Specifications for Utilities and Related Construction (STSU) and Standard Technical Specifications for Roadway and General Construction (STSR), as modified by project-specific supplemental specifications. The contract requires the contractor to obtain necessary permits, including Florida Department of Environmental Protection permits and local right-of-way utilization permits, which have been obtained by Pinellas County. Key administrative requirements include preparation of a site-specific safety, health, and environmental plan; weekly project meetings; pre-construction and post-construction closed-circuit television video documentation of existing conditions; photographic records; and coordination with property owners at specified locations including Seminole Financial Centre and Florida Central Credit Union. The contractor is responsible for all incidental costs including mobilization, dewatering, sheeting, shoring, erosion control, traffic control, and restoration, with these costs to be incorporated into the unit prices for individual pay items rather than as separate reimbursable expenses.

The Ridgewood Sewer Improvements Project will replace portions of the existing 15 sanitary sewer along the east end of 82nd Avenue and along 113th Street North (near the 16 intersection with 82nd Avenue) in the City of Seminole which were evaluated and found 17 to have capacity deficiencies that contribute to the high risk of sewer overflow during 18 heavy rainfall events. 19 The Scope of Work has project limits from just west of intersection of Ridgewood Circle 21 and 82nd Avenue heading east to dead end of 82nd Avenue (Baseline B); within utility 22 and construction easements across Lot 3 of the Plat “Second Additional To 23 Ridgewood”, Plat Book 43, Pages 32-33 and northern portion of Lot 17 of the Plat 24 “Ridgewood Groves Unit – 4”, Plat Book 51, Page 36, recorded in Pinellas County, FL 25 (Baseline B); and within the western Right-of-Way of 113th Street North and portion of 26 southbound lanes at the intersection of 82nd Avenue and 113th Street and north of same 27 intersection for an approximate total length of 120 LF (Baseline A). The work includes 28 construction of new sanitary sewer, abandoning/removal of old sanitary sewer, removal 29 of existing pavement, regrading for stormwater collection, and replacement of 30 stormwater structures on 82nd Avenue, and replacement of existing fire hydrant in new 31 location. The work includes the following construction components: 32

Approximately 500 linear feet of 12-inch PVC sanitary sewer, 34 Six 4-feet diameter manholes 35 Replacement of 2 stormwater inlets 36 Approximately 3,020 SF modified bioswale 37 Approximately 470 SY pavement replacement 38

Contractor shall be very cautious during construction in close proximity to the existing 40 24-inch concrete potable water main located in the west Right-of-Way of 113th Street 41 North. Between approximate stations 4+55B and 4+65B, hand digging is required due 42 to the existing 24-inch concrete potable water main. The 24-inch concrete potable water 43
