About this opportunity
The Florida Department of Management Services (DMS) has issued Request for Proposals (RFP No. DMS-24/25-176) for Building Automation Systems Services across state facilities, with a specific focus on maintaining Tridium Niagara Building Automation Systems (BAS). The procurement seeks contractors to provide comprehensive services including hardware installation, configuration, programming, scheduled maintenance, software updates, troubleshooting, and repairs for building automation systems controlling HVAC, lighting, and energy management functions. Vendor qualifications include mandatory Tridium Niagara 4 Certification for all personnel, and required licenses such as Certified/Registered Limited Energy Specialty License, Alarm System License, or Electrical Contractor License. The RFP is structured across four Florida regions, with vendors able to bid on one or multiple regions. Key deadlines include a February 19, 2025 deadline for questions, proposal submissions due March 18, 2025 at 1:30 PM ET, and a public opening at 2:00 PM ET the same day. Proposals will be evaluated using a two-part scoring methodology: a Technical Response worth 60 points (assessing industry experience, current contracts, approach to scope of work, and project team) and a Financial Response worth 40 points, with the anticipated contract start date of April 15, 2025.
The RFP does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the Department encourages participation through its Office of Supplier Development program. The contract is structured for multiple awards, with the Department reserving the right to make single or statewide awards as deemed in the state's best interest. The historic annual spend for the current Facility Automated Control Systems (FACS) contract is approximately $100,000, though no minimum guaranteed spend is specified. The initial contract term is five years with an option to renew for an additional five years, and funding will come from Florida state funds (FY 2024/25-HB5001, Line 2859). Contractors must adhere to strict performance standards, including responding to service calls within 10 business days and providing detailed service documentation, with financial penalties of 5% invoice deductions for non-compliance. The current incumbent contract expires on April 14, 2025, and the new contract will maintain the existing Tridium Niagara building automation system infrastructure across state facilities.
