About this file
This file is Attachment G - Evaluation Criteria and Scoring of Proposals for RFP No. DMS-24/25-176 issued by the Florida Department of Management Services for Building Automation Systems Services. The document outlines the evaluation methodology that will be used to assess vendor proposals, with scoring divided into two main categories: Technical Response (60 points maximum) and Financial Response (40 points maximum). The Technical Response is further broken down into four sections: Industry Experience (10 points), Current Contracts (10 points), Approach to Scope of Work (20 points), and Project Team (20 points). Evaluators will independently review and score proposals using a 0-5 point assessment scale for each criterion.
The Financial Response scoring is based on a formula that considers the initial term pricing (60% weight), renewal term pricing (20% weight), and standard parts discount percentage (10% weight). Respondents must submit hourly pricing by labor class for both initial and renewal terms using Attachment D - Price Sheet. The evaluation process requires vendors to demonstrate expertise with Tridium Niagara building automation system components, protocols, and integration capabilities. Project teams must provide resumes and Niagara 4 Certifications for all personnel, including subcontractors, who will perform services. The Procurement Officer will calculate final scores by combining Technical and Financial Response scores for each region the vendor proposes to serve.

For the purposes of evaluation and scoring, Proposals are divided into two (2) categories, Technical Response and Financial Response. The Respondent shall specify the Region(s) for which the Respondent is submitting a Proposal for. Evaluators will be selected to independently review, evaluate, and score Technical Responses received from responsive and responsible Respondents for this solicitation in accordance with the criteria set forth herein. The Procurement Officer will review and calculate Financial Responses from responsive and responsible Respondents for this solicitation. Respondents will be evaluated and scored for each Region for which they are submitting a Proposal. The following shows the maximum number of points that may be awarded by category:
CATEGORY 1 – TECHNICAL RESPONSE (TAB 3) 60 POINTS
CATEGORY 2 – FINANCIAL RESPONSE (TAB 4) 40 POINTS
CATEGORY 1. TECHNICAL RESPONSE (MAXIMUM 60 POINTS)
A Technical Response will be evaluated utilizing the following sections and may be assessed a maximum number of points for a Region as set forth below:
Technical Response Sections Available Points

C. Approach to Scope of Work 20
D. Project Team 20
Total Available Points for Technical Response 60
Using the assessment scale below, the evaluators will assign scores of zero (0) to five (5) based on the quality of the response for a Region to each Technical Response question and the applicable evaluation criteria.

Technical Response Questions Respondents shall address each question below in their Technical Response regarding, A) Industry Experience, B) Current Contracts, C) Approach to the Scope of Work, and D) Project Team for the Region(s) the Respondent is submitting a Proposal for. Each evaluator will independently review each responsive Respondent’s Technical Response for each Region separately and award points for a Region using the above assessment criteria to evaluate the quality of the response to each Technical Response question and the applicable evaluation criteria.
A. Industry Experience (0 – 10 Points)
For the Region(s) Respondent is submitting a Proposal for, provide a narrative detailing the number of years the company has been operating in the industry, specific experience with Tridium Niagara building automation system (BAS) components, protocols, and integration capabilities, and a description of the company’s expertise with relevant BAS software platforms and service tools required to provide services required in Attachment A – Scope of Work.
Evaluators will consider the following to award points for a Region for Industry Experience:

The Procurement Officer will then add all evaluator overall scores for a Respondent for a Region together and divide by the number of evaluators to calculate that Respondent’s total Technical Response score for that Region. The total Technical Response for a Region score will be rounded to the nearest hundredth decimal point.
CATEGORY 2. FINANCIAL RESPONSE (MAXIMUM 40 POINTS)
Respondent’s Financial Response shall consist solely of a completed Attachment D – Price Sheet. For each Region the Respondent wishes to be considered for award, the Respondent shall
Building Automation Systems Services Page 6 of 6 provide hourly pricing, by labor class, for each year of the initial and renewal term. The Respondent shall complete the Attachment D – Price Sheet in accordance with the instructions on the attachment.
The Procurement Officer will be responsible for reviewing the Respondent’s Financial Response and calculating and awarding points, per Region, as follows:
Respondent’s Financial Response Score per Region = [(A/B) x .60] + [(C/D) x .20] +[(E/F) x .10) x 40
Where:
A = Sum of the Lowest “Total Combined Price Initial Term” for the Initial Term for the Region being scored B = Sum of Respondent’s “Total Combined Price Initial Term” for the Initial Term for the Region being scored C = Sum of “Total Combined Price Renewal Term” for the Renewal Term for the Region being scored D = Sum of Respondent’s “Total Combined Price by Renewal Term” for the Renewal Term being scored E = Respondent’s “Standard Parts Discount Off List Price” Percentage F = Highest “Standard Parts Discount Off List Price” Percentage
Only pricing included on the Attachment D – Price Sheet applicable Region tab will be considered in these calculations.
The Procurement Officer will combine the Respondent’s total Technical Response score for a Region with the Respondent’s Financial Response score for a Region to obtain the Respondent’s final combined score for the Region.
